2. Mallorca – Construction, Economy laws and taxes

 

(1) Construction

 

Palma: Palace of Congress- Three Companies to bid for Tender No. 6

 

The Congress Centre has been finished. Only the seating for the Auditoriums is missing. The time to present a tender is over and there are just 3 contenders remaining: The Melia Group, Barcelo from Mallorca and the Hotusa Hotel Group from Catalonia. The minimum offer for the Hotel & Congress Centre should be approximately € 1.585.000 per annum. Representatives from the Government and from the City of Palma will peruse the various offers and will make a decision by the end of the year.

 

Palma/ Es Molinar: The ARCA Conservation Association demands restrictions from the Gastronomy

 

The Conservation Association ARCA has presented a document declaring that the former fishing village, Es Molinar- located on the outskirts of Palma, has lost its original, natural charm, mainly due to the huge increase in the gastronomical businesses. Numerous new buildings would not fit into this historical image. A comparison was made to the trendy district of Santa Catalina and in particular Calle Fabrica- where in the meantime a Moratorium is now in place banning new shops, which will help to keep the balance of residential and commercial. ARCA is requesting a similar Moratrium for Es Molinar.

 

Palma/ Es Monlinar: The Balearic Harbour administration does not want to extend Harbour concession

 

Between the Balearic Harbour administrations, the City of Palma and the Yacht Club there is a long standing disagreement over the extension of the harbour. The Yacht Club had originally planned an extension of 75 Berths to 315 and after protests from the harbour and the city administration they reduced this to 220. The original planning was for 70.000 m2 constructed area which was then reduced to 40.000 m2. Only a significant extension of the harbour guaranteed profitability and security. Their rivals wanted the harbour to remain with the original 75 berths and thus leave the harbour with its original character. The possibility of having the Harbour and the buildings put under a conservation order was also discussed. The Harbour officials and the City of Palma officials ended this never ending discussion quite drastically by deciding not to extend the concession, which ends in March 2018. The Yacht Clubs bluff has been called!

 

Palma/ Son Vida Golf: Inauguration of the New Club House, Labour Government shows adaptability!

 

On the 22nd July, The Schörghuber Group had the Inauguration of the new clubhouse of the Son Vida Golf Course and they combined this event with their traditional Summer Party. The Schörghuber Group, owners of the luxury hotels Castillo Son Vida, St. Regis Mardavall, Sheraton Arabella Golf and the Golf Resort Son Vida, are one of the most important international investors in high quality tourism on Mallorca. Perhaps it was a general reluctance to have any form of contact with so much capital and/ or perhaps controversy with the hotel industry in general, whatever the reason government officials boycotted Schörghubers 2015 Summer Party.

In the meantime, it is possible that even the “Left” must recognise and acknowledge how important the commitment of the Schörghuber Group and other national & international investors is for the Baleares. This year the Summer Party was attended by top government officials such as Prime Minister Francina Amengol, Tourism Minister Biel Barcelo, the General Director for Tourism, Pilar Carbonell and the Mayor of Palma- Jose Hila. Together they praised the Schörghuber Group for their engagement in Mallorca and gave confirmation of their unified support for the promotion of golf tourism. Well done Francina!

 

Palma: British consortium plans Theme Park with a planned investment of 500 million euros

 

The British real estate and investment company INTU plans to build an Amusement Park in Mallorca with a capital expenditure of 500 million euros. The area intended is approximately 180.000m2 and is located on the outskirts of Palma close to the Atletico Baleares Stadium. The owners are currently in negotiations with the present authorities and this has been well received, says the official company representative. On the site there are plans for a botanical garden, an artificial lake, an Open-Air Theatre, a tram, a Wave House, Ski & Ice tracks, a Deli/gastronomy market and various shopping offers are waiting to be installed. A time frame for the implementation of this work has not yet been announced. A similar project is already functioning since 2012 by INTU in Zaragoza under the name "Puerto Valencia." This is visited annually by 18 million guests. Just before printing this newsletter we have received a message that the current Palma City Council has rejected the project; stating “it is not inconsistent with local zoning.” INTU comment: We have deliberately not given a set time frame to this project as governments in Spain have short expiry dates.

 

Paguera/ Camp de Mar: PP is committed to pedestrian and bicycle pathways between the two resorts

 

The conservative party “PP” of Calvia City Council wants to get involved in the construction of a pedestrian and bicycle path between the holiday resorts of Paguera and Camp de Mar along the southwest of the island. The two different villages are presently only accessible by cobbled streets. The PP conservative party idea is to take the opportunity to entice the cycling tourism to come to the Southwest of the Island. They are also considering, in the long term, extending this pedestrian & cycle way to Pto. Andratx.

 

(2) Economy

 

Tourism I: 86.6 % Bed Occupancy on the Baleares in June 2016

 

After recently published data from the Spanish Statistics Office, the Balearic Islands had in June 2016 with 86.6 %, the highest bed occupancy in Spain. In second and third place were the Canary Islands with 77.6 % and Valencia with 66.2 %. The hotel occupancy in Spain, for the month of June, increased to 34.9 million which showed an 8.9 % increase for the same time of the previous year.

 

Tourism II: 23rd of July - Highest Record for Palmas San Joan Airport

 

Never before in the history of Palmas airport Son San Joan have there ever been as many passengers! On the 23rd July there were 176.470 passengers and 1028 aircrafts were dealt with. Contrary to the concern of theairport administration and considering the amount of aircrafts that had to handled, there were hardly any delays! Mallorca’s hoteliers and entrepreneurs are certain the 2016 summer season is going to be one of the most successful seasons of all times.

 

Tourism III: Problems caused by the insolvency of "Low-Cost Travel" and Unister ("Ab-in-the-holidays")

 

The Ministry of Tourism reported problems related to the bankruptcy of British organizer "Low-cost Travel" and the German company Unister ("Ab-in-holidays"). From the Low-Cost Travel collapse around 30,000 British holidaymakers, who already had their holiday booked, will now lose their holidays. There are also many hoteliers affected as debts of approximately 50 million euros are still outstanding. With regard to the bankruptcy of Unister a survey by the Tourism administration is still pending.

 

Trade I - Aldi will be opening another subsidiary in Manacor in September 2016

 

The German food discount store ALDI is expanding with more subsidiaries in Spain. The company already has 250 stores on the Spanish mainland. In Mallorca there are currently 6 stores which all opened up in one swoop last year! In September 2016 ALDI wants to open up another subsidiary, this time in Manacor. The other Mallorcan branches are located in Palma, Palma Nova, Magaluf, Marratxi and Inca. The ALDI management have stated that the total sales area in Mallorca is approximately 7.000 m².

 

Trading II: The French entrepreneur BRICOMART has opened up a Home/ Hardware store in Mallorca

 

Following the trend of Leroy Merlin, Bricodépôt and Baumark, the French group Bricomart has opened a new store in Mallorca. The new homeware store is located in the industrial area of Son Morro in Palma which is already a prominent area for hardware stores such: (Ikea, Lidl, Aldi, Müller). The commercial area consists of 8,000 m². Around 100 employees have found a new workplace and the total investment is approximately 14 million euros. Bricomart already has 16 stores in Spain.

 

Trade III: Carrefour Shopping Centre near completion and nearly all the retail space has been rented

 

In September, the new Carrefour shopping centre "FAN Mallorca Shopping" is scheduled to open in Coll d`en Rabassa. The sports company “Decathlon” have rented an area of 2,000 m² so now the FAN retail space is almost completely rented. Fan Mallorca Shopping has a total of 120 stores. Other tenants are: Adidas, Ritual, H & M, Primark and Mediamarkt.

 

(3) The law, taxes and finance

 

Balearic Parliament extended derogation: Building licenses for projects without drains

 

For decades, EU law requires the municipalities to issue building permits only if the property in question is connected to the sewer. In the past, the Balearic Government had failed to comply with these requirements and building permits granted for plots that were not connected to the public supply and disposal. The relevant legislation for the Balearic Islands expired in June 2016. In about a hundred urbanisations with about 10,000 plots, for example in Andratx, Palma-Son Vida, Alcudia and Llucmajor, the expiry of the special regulations resulted in a freeze of construction. TheBalearic Parliament decided in a meeting on the 21st of July 2016 that the exemption should be extended by six years under the conditions that the lack of infrastructure measures would actually be implemented. The Newsletter will keep you informed as soon as the regulations are implemented.

 

The Land Registry office has reportedly found 32,200 illegal constructions by using “Drones” and is now aiming to collect more taxes

 

The Spanish land registry offices have - unlike, for example, in Germany - primarily the function to provide a basis for calculating the local taxes. For this reason there are differences between the land registry and actual portfolio: The owner (taxpayer) is not interested to give notice of any enhancements to the property, the Land Registry Office however, want to know this information for taxation purposes. With the help of drones, tax inspectors have been in 37 municipalities of the islands (e.g. Andratx, Calvia, Santanyi, Alcudia, Son Servera, Ses Salines) and have discovered 32,200 homes in which such changes have not been given to the Land Registry Office. This will result in a review procedure by the municipalities with tax realignments. The Treasury expects annual revenue increases of 36 million euros. The controls have been ongoing since 2014 and are set to continue. The municipalities of Pollenca, Capdepera, Soller and Algaida are next on the list.

HERMAN and OTTO QUIRIN - "Summertime"

 

There is a nice summer feeling since the 28th July 2016 in the Art Gallery Minkner in Santa Ponca. Two artists with different styles and vita HERMAN & OTTO QUIRIN present their work with the theme “Summertime.” HERMAN (with one N from Paderborn) has for many years been among the most prolific and successful pop painters. Unmistakeable and distinctive with his rough edge style; Herman’s paintings deal mostly with day to day occurrences of life. Sometimes humorous and cryptic, sometimes bitingly satirical large parts of his works are subtle subjects. As a cartoonist Herman worked for many publishing companies. His cartoons can be found on books, postcards and on consumer goods (as well as on millions of sugar sachets!)

 

OTTO QUIRIN (born in 1927) is a painter of lyrical abstraction. From 1948 to 1955 he studied at the Dusseldorf Art Academy, the Nordic Art School Bremen, and the University of Hamburg studying painting, art history, German and philosophy. He worked as a teacher and presenter of art. From 1966 to 1970 he lived in Chile and directed the Instituto Aleman Carlos Anwander. While in Chile he had painted the portrait of Salvador Allende and Pablo Neruda. From 1971 to 1978 he was Director of the Hansa-College in Hamburg and then until 1984 he was Director of the German School in Barcelona. From 1950 until today Quirin has had numerous solo art exhibitions and participated in group exhibitions in Germany, USA, Luxembourg, Denmark, Spain, Bulgaria and (of course) Chile. Mr. Quirin has received numerous awards and art prizes. From 1990 to 2008 he had his studio in Hamburg and also in Blanes / Girona - Catalonia. This is where the bright beach paintings were created which are now displayed in the “Summertime” Exhibition at the Galeria de Arte Minkner.

ELENA GATTI and Peter Thoms - from graphic to abstract

 

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift.

 

Wölkes most common motives were those of his time battered facades of the German capital, small traditional shops, the Berlin corner pub and scenes from the lives of ordinary people. This work Wölke continued on Mallorca. Again, he found in the capital Palma ​​facades and subjects worth replicating, and he created sensible environmental studies of documentary value. The largest German private collection of Wölke’s work is owned by the bankrupt entrepreneurs Schlecker and was dissolved as a result of the insolvency process.

 

Edith and Lutz Minkner were the main promoters of the artist and part of their Wölke collection is on show in Llucmajor.

Brexit - Brexit triggered the fall in the exchange rate of the pound sterling which has caused much concern for many of Mallorca’s long term British residents.  What will happen with the pound, will it further decrease in its value? Tourism I: 1. Brexit victim – Low Cost Travel Group registers bankruptcy

 

Low Cost Travel Group- Corporate Travel /LCTG unfortunately had to register bankruptcy. Attempts to save Low Cost Travel Group, was unfortunately not possible due to Brexit. Low Cost Travel has debts of approximately 50 million euros to Mallorcan Hoteliers. At this time it is unknown exactly how many British holiday makers have been affected. M & P Newsletter will report at a later date.

 

Tourism II: Palma airport is working to full capacity

 

Last Saturday new records were established at Palma Airport: In 24 hours - 1.054 aircraft took off and landed at Palma San Joan Airport. Air traffic controllers dealt with 714 daily flights between March and October which means that there were a total of 150.970 flights during this time. In total 26,4 million passengers were dealt with. During the first half of the year there were 10,6 million passengers arriving which shows an increase compared to the same time last year of 11,2 %.  A spokesman for air traffic control in Palma stated that they are at their “absolute limit.” It is very likely that in August there could well be delays. To cope with the increased amount of flights they would have to increase the airport staff by 10 % - 20 %.

 

Tourism III: Iberostar open a 5 star hotel at the Playa de Palma

 

The trend for top quality tourism extends to the Playa de Palma: The hotel chain Iberostar will be opening the 5 star hotel Iberostar- Playa de Palma. The hotel has been extended by an extra floor giving a total of 182 rooms. 18 million euros have been invested in the modernisation of the hotel. The jewel in the crown is the “Grohe Experience Suite” on the 7th floor, which has over 100 m², superb sea views and the latest fixtures & fittings from this top German manufacturer. At the inauguration, the board of the Iberostar Group complained about the new left wing government, who have damaged investments in the tourist industry with restrictions and austerity cuts.

 

Agriculture hopes to receive EU subsidies   The EU has accepted that the Balearics is a “less-favoured region” with the result that agriculture in the Balearics can now hope for various subsidies from the EU. So far, only the Tramuntana Mountains had been classified in this category but now farmers can also apply for compensation. Low interest loans for agricultural projects and investments will be available.

Undeclared (black) payments are now obsolete

 

It was once a rule, rather than the exception to the rule, that real estate sales in Spain always had a part of the purchase price paid in “black” or “undeclared monies.” This part was not included in the official deeds. The lawyers called this “Non-Declaration.” Apparently, this business was interesting for both parties as the seller saved a part of the profit and capital gains tax and the purchaser a part of the acquisition costs ( VAT or estate transfer tax, notary, land registry, accountants fees (Gestoria.) Monika Hädrich – established in Mallorca Relief Artist

 

Following graduation from high school, the charming (and very real) artist from Vienna studied telecommunications and marketing and was a manager, in the advertising industry. Although she worked in an art-related industry, the lack of time and her respect for the professional artists, whom she met in her working life, caused her to realise that she was neglecting her own creative initiatives. She only began painting in 1998, under the guidance of artist friends "with patience and rigour". Since then, she spends her tie enjoying her passion in Vienna, lower Austria and Mallorca. Her inspiration she acquires during her travels far and wide, which is her second passion.

 

Her abstract works are created using oil and acrylic and a variety of materials such as earth, marble dust, lime putty, building materials and sand, which she brings from all countries. This results in images, igneous-strong, and tactile with strong emotions but nevertheless in which soft structural sensations and feelings are expressed. Monika Hädrich offers both individual and group exhibitions at home and abroad.

ELENA GATTI and Peter Thoms - from graphic to abstract

 

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift. Wölkes most common motives were those of his time battered facades of the German capital, small traditional shops, the Berlin corner pub and scenes from the lives of ordinary people. This work Wölke continued on Mallorca. Again, he found in the capital Palma ​​facades and subjects worth replicating, and he created sensible environmental studies of documentary value. The largest German private collection of Wölke’s work is owned by the bankrupt entrepreneurs Schlecker and was dissolved as a result of the insolvency process. Edith and Lutz Minkner were the main promoters of the artist and part of their Wölke collection is on show in Llucmajor.

Manacor celebrates the Fiesta of Saint Jaume until the 25th July 2016

 

From the 18th July until the 25th July Manacor celebrates the fiesta of Saint Jaume. Manacor is located on the east side of the island and Saint Jaume (James) is the patron saint of the town. The “Mulassa of Manacor” starts off the fun and this is when the papier maché donkey gets carried through the town of Manacor until it reaches the town hall! The highlight of this event is the traditional market where you can find all the regional products of this area, such as wine and various sorts of tapas. There is also a horse gymkhana/tournament on Saturday evening where the whole village celebrates until the early hours and for this reason the 25th of July is a national holiday in Manacor.

 

30th July 2016, A.L.M.A.- Charity golf tournament for children with cancer fundraiser event, Golfclub Vall d’ Or

 

A.L.M.A is a relatively new charity organisation which was founded in February 2015. The priority of this organisation is to help and support children in the Son Espases hospital who are suffering with cancer. There is a great need for financial help and one way to help is through organising Golf tournaments. The A.L.M.A – Golf tournament is on the 30th July at the Vall D‘Or golf course. Willi Meyer and friends invite you to the next Music & Talk. This time there will be an open air concert on the 31st July in the Paintball Club in Llucmajor. Tipp: Open- air cinema in front of the cathedral Parc de la Mar/ Palma

 

Parc de Mar, Palma located directly in front of the Cathedral, transforms itself for another year into an open air cinema until 10th September. Depending on events, the cinema, with free entrance, is usually every Tuesday/Wednesday, Saturday & Sunday. International Films such as: Hunger Games, - Mocking Jay 1, Jurassic World and the Minions can be watched on a large screen. The majority of the films are in Spanish or Catalan and some have English subtitles. In July the films begin at 22 h, in August at 21.30 h and in September at 21 h.

 

Tipp: Is Can Picafort the new cultural centre for the north of the island? Sculptures from Joan Bennassar

 

With the help of the well-known sculptor Joan Bennassar, Can Picafort, could well be the new cultural centre of the North. Until November 2016 the artist will be displaying his works at different locations in Can Picafort: Placa Cervantes which is in front of the Hotel Mar y Paz, at the Clot de sàlga and also next to the Son Baulo beach. He will be showing dramatic sculpture groups of female figures. Bennassar names the groups as follows. The Longing, The Ritual, The Treasure, The Hurt. These groups depict various moments in the life of the artist, who is deeply involved with the Mediterranean life and also are symbolic presentations of his travels to Ithaka. Can Picafort – now more than ever a worthwhile visit.

1. News from Minkner & Partner

A new face greets our customers on entering our head office in Santa Ponsa. Julia Kauffmann is our new management assistant and she will work alongside our longstanding member of staff Serafima Joel. Julia has a great deal of experience in tourism and has also worked in a major real estate agent on the island. Welcome on board.

 

2. Mallorca – Construction, Economy laws and taxes

 

(1) Construction

 

Camp de Mar: Waste water treatment plant is being renovated, investing 2.8 million euros

 

Residents in the vicinity of the waste water treatment plant in Camp de Mar will soon be able to breathe again and open the windows no matter which way the wind blows. The Island Council has provided 2.8 million euros for the rehabilitation of the treatment plant in Camp de Mar. The amount will be paid in three instalments up to the end of 2017. The existing system will be renovated and extended as it is too old and is currently working at full capacity. After the renovation, the treatment plant will increase its performance by 70 % and be able to treat 700 - 1200 m³ of sewage daily.

 

Manacor: New construction projects due to changes in the development plan

 

Manacor town hall has changed some aspects of its development plan, paving the way for new construction projects: A park has been created on a 10,000 m² plot beside the pearl factory Majorica  and in the resort of Calas de Mallorca an area that was previously an industrial park, can now be built upon. A school will be built at the entrance to Porto Cristo and finally, a new approach towards Cala Morlanda will be created in S’Illot.

 

(2) Economy

 

Tourism I: For the period January to May 3 million tourists visited the island

 

During the period January to May 2016 over 3 million tourists visited the Balearics which is a 14 % increase compared to the same period last year. The majority of visitors came from Germany with 38 % and Great Britain, 28 %. The record month was May with 1.8 million tourists. Throughout Spain record breaking figures are reported with some 25 million tourists visiting Spain. The lions share visited the autonomous regions of Cataluña and Canary Islands

 

Tourism II: 30,000 cruise ship tourist visited Mallorca in just two days.

 

On Monday Palma’s harbour was dominated by the presence of eight cruise ships which carried a total of 30,000 tourists to Palma to visit the old town. The ships were the Harmony of the Seas, Britannia, Mein Schiff 3, MSC Armonia, Costa Diadema, MSC Fantasia, Costa Fascinosa and Thomson Majesty. Presently under discussion is how to improve the coordination of ships docking so that they are not all in port at the same time, in order to avoid congestion in the city centre.

 

Tourism III: The tour operator Schauinsland has bought a hotel in Cala Ratjada

 

The German tour operator Schauinsland are investing in Mallorca and have bought the hotel Eva Park in Cala Ratjada, which will now change its name to Bahia Cala Ratjada. This is the first purchase of a hotel on Mallorca by the German tour operator. Schauinsland has already invested in hotels in February of this year when they undertook the renovation and operation of a 119 room hotel. Schauinsland plan to market the property as an ‘adults only’ hotel.

 

Tourism IV: Paguera Hotel Villamil is now a 5 star hotel

 

The Hotel Villamil in Paguera which is located on the seafront is a building with a great deal of history and has been operating as hotel for more than 60 years. However it was starting to look a little run down.  6 million euro has been invested to refurbish the hotel adhering to its classic style and it now boasts 162 rooms, 39 of which are new, lawns and numerous sports possibilities and it is now classed as a five star hotel. There is also a new VIP lounge and a 150m² events hall. In future the hotel will be open for 10 months of the year.

 

Good news regarding employment

 

Due to the economic growth in the Balearic Islands and the excellent tourist season, there is good news to report from the job market: According to the latest survey by the Spanish Statistics Office, in June 2016, 46.278 people were unemployed in the Balearic Islands. That's 9,230 more less than in the same month last year. In Spain the Balearic Islands have the fewest unemployed. The highest unemployment rate in the Balearics was 26 %, it is now 19 %. Still high, but it seems there is light at the end of the tunnel.

 

Rental in the Balearics: Rents have increased by 3,9 % compared to the same time last year

 

According to statistics issued by Fotocasa the real estate website, rents in the Balearic islands are constantly increasing and are at the same historical level as 2007 which was € 9.80 /m² per month. In May 2016, the increase was 3.9 % compared to May of the previous year. The average rental per m² located in the Balearic Islands is currently at € 9.32 / m² per month. Thus, the current rents are already 26.6 % higher than the Spanish average, which stands at € 7.36 / m² per month.

 

Palma shopping in summer up until 21.00h

 

During summer both tourists and local people can shop in Palma Monday to Saturday from at least 9.00 h to 21.00 h and Thursday shops can stay open until 23.00 h. The shopping times have been extended following a proposal by the retail association. In summer tourists prefer to lie on the beach and go to Palma in the evening to shop. Many public buildings and museums such as the cathedral, Es Baluard and Casal Solleric will also open in the evenings.

 

Palma shopping II: The retail association reports the best figures in 7 years for June 2016

 

The seven lean years (since the start of the economic crisis) seem to be a thing of the past. PIMECO the association for small and medium enterprises publish a monthly turnover barometer according to which sales in the month of June were the best ever in the last seven years for those businesses in the association. During the last four months sales for businesses have increased on a monthly basis. Revenue is also on the rise even with the start of the sales – rebajas – and retailers are very happy.

 

(3) The law, taxes and finance

 

Shopping centre Palma Springs - court issues left government resounding slap

 

The left tendency Government who it appears are an enemy of the economy, has received a resounding slap from the Balearic Higher Regional court. The Unibail-Rodamcogroup, who plan to build a shopping centre ‘Palm Springs’ in the Playa de Palma, (200 shops, 5,000 jobs) with a total investment of 225 million euros, appealed against the  moratorium on large scale shopping centres imposed by the left-wing government. The Balearic Higher Regional Court has provisionally lifted this moratorium. However, the island council wants to appeal against the decision. The reasoning of the Court is interesting: the Regional Government and the Island Council have caused significant legal uncertainty. In the years 2007, 2010, 2015 and 2016 they had repeatedly stopped issuing licenses. "If this is not is arbitrary, it is at least a risk of legal certainty". Furthermore, the Court criticized unequal treatment of Unibail-Rodamco since the nearby, and currently under construction shopping centre FAN, is not affected by the moratorium.

 

Conservation is the sharp end of the building politics

 

The expansion of the harbour in Molinar has been the subject of a heated discussion during the last several months. While those who are active in the club want to tear down the old building and build new and larger port facilities, the conservationists and the left tendency government want to keep the old harbour building and maintain the original size of the port. Those in favour of keeping the old buildings have won a temporary victory. Palma City Council has now adopted a one year moratorium for the protection of 208 buildings and facilities in and around Palma. During the period of the moratorium, the provisionally protected objects may neither be modified nor demolished. Only renovations are permitted. Included in the moratorium catalogue are the "Mallorca Tenis Club", "Cafe Lirico", the cinema "Cine Rivoli" and „100 houses in the neighbourhood Pere Garau" (complex of buildings from the twenties which were built according to the cooperative principle). During the term of the moratorium, a thorough investigation will be made to establish which category each building falls under. For some it will be for conservation reasons and for others as being an obstacle to investment.

9th July 2016 Artists Festival and Exhibition DAVID ZISMAN, sculptures, Puigpunyent

 

David Zisman (born 1940) lives and works in Puigpunyent, and is still creating. Iron and steel are his preferred related materials and from which he forms expressive sculptures or ensembles of sculptures groups that tell stories. People have compared his works to those of Giacometti, but Zisman has its own way of expressing himself. On Mallorca Zisman is one of the greats in the world of sculpture. The diversity of the island and its international group of collectors has made him famous even beyond Spanish borders. TIP: Caves re-opened in Genova - Palma

 

The Caves of Genova on the outskirts of Palma are now reopened to visitors. The owner and restaurateur Alfonso Robledo has increased the safety standards of the caves, which are adjacent to his restaurant, by installing new lighting systems, in order to make the 3 km trail through the caves more attractive. The caves were discovered in 1906, however, are much smaller than, for example, the Caves of Drach in Porto Cristo. Minkner & Partner – Mallorca properties increase their management team

 

Minkner & Partner has been active on Mallorca for the last 23 years and is the leading owner/managed real estate agents in the Balearics. More than 10 % of properties sold to foreigners have been sold by Minkner & Partner. (1) Construction

 

Construction industry complains about left planning policy

 

15 construction associations in the Balearic Islands have launched and published a joint manifesto against the planning policies of the current left-wing government. The government is accused of not only endangeringjobs with their restrictive policies but also of destroying the delicate recovery of the sector again. The main criticism is that the government has approved no new shopping centres and no new building land and further restrictions impede the renovation of hotels. In addition, it is pointed out those special permits to build in residential areas where infrastructure measures have not been carried out.

 

Manacor Hospital is to be expanded with investment of 81 million euros

 

The Balearic government wants to expand the Hospital of Manacor by almost 100 % of its present area in order to increase accident and emergencies by 500 m². There will also be an additional 360 new parking spaces. The second construction phase will include a new dialysis centre, several specialist practices and a two storey car park. In a 3rd phase the entrance; the cafeteria and the facade are to be renewed. Construction is scheduled to take place end of 2016. The total investment is given as 81 million euros.

 

(2) Economy

 

Tourism I: In May 2016, Palmas airport had a passenger growth of 11.3 %

 

In May 2016 Palma’s airport Son Sant Joan recorded a passenger volume of 2.9 million which is an increase of 11.3 % compared to the same month last year with the number of German passengers increasing by 14.7 % and the British by 12.5 %. The number of flights showed an increase of 7.5 %. Interim results from the first five months: A total of 7.25 million passengers passed through the airport, representing an increase of 11.3 % compared to the same period last year.

 

Tourism II: Tourists spend an average of 17 % more than last year

 

The Spanish statistics institute is only reporting on record tourist figures this year. It is very pleasing to see that not only the number of tourists has increased but also the amount of money they spend, which is in everyone’s interest. During the period from January to April 2016 visitors to the Balearics have spent € 1.3 billion which is 17 % more than last year.

The peak month was April with almost 600 million euros being spent. On average tourists stayed 7 days on the islands and spent € 860.

 

Gastronomy I: Capuccino Group have taken over Wellies in Porto Portals

 

On July 2nd a housewarming event will take place in the old Wellies restaurant. The popular restaurant has been acquired by the Cappuccino group and after undergoing a complete refurbishment to meet the Cappuccino standards it is now ready to show its new image. The restaurant offers a modern, stylish setting and can accommodate 400 people. The concept of Wellies remains intact and Chef Manuel Clement assures that clients can still enjoy the popular Wellies burgers. The interior extends over two floors. In addition there is a garden and three terraces. A terrace can be rented for private events. Upstairs a cocktail bar was installed. The new Wellies is open between 08.30 h and 03.00 h open morning.

 

Gastronomy II: New nightclub in Port Adriano – upper east Mallorca

 

After eight successful years in Hamburg one of its best known nightclubs has moved to Mallorca. In addition to the existing locations of the ‘east- Gruppe’, the ‘coast by east’ and ‘Zanzibar Wine’, a new and exclusive nightclub has opened in Port Adriano on Mallorca’s southwest coast. This is an excellent opportunity for night owls to enjoy a lively dinner and turn night into day. Partygoers can expect a varied programme with well-known DJs from Germany, Ibiza and South Africa.

 

(3) The law, taxes and finance

 

As of 1st July a tourist tax will be implemented in the Balearics

 

It was a difficult bridge to cross but it now appears it is set in stone: As of 1st July a tourist tax will be collected from tourists arriving to the Balearic Islands. All travellers from 17 years of age and upwards have to pay 50 cent to 2 euro per night and the revenue will be invested in projects for sustainability and infrastructure. The tax is to be collected by the hotel owners or landlords of apartments. Information sheets and flyers are being prepared to explain the tax to the tourists. The hoteliers will have to be prepared for discussions at the receptions.

Monika Hädrich – established in Mallorca Relief Artist

 

Following graduation from high school, the charming (and very real) artist from Vienna studied telecommunications and marketing and was a manager, in the advertising industry. Although she worked in an art-related industry, the lack of time and her respect for the professional artists, whom she met in her working life, caused her to realise that she was neglecting her own creative initiatives. She only began painting in 1998, under the guidance of artist friends "with patience and rigour". Since then, she spends her tie enjoying her passion in Vienna, lower Austria and Mallorca. Her inspiration she acquires during her travels far and wide, which is her second passion.

 

Her abstract works are created using oil and acrylic and a variety of materials such as earth, marble dust, lime putty, building materials and sand, which she brings from all countries. This results in images, igneous-strong, and tactile with strong emotions but nevertheless in which soft structural sensations and feelings are expressed. Monika Hädrich offers both individual and group exhibitions at home and abroad.

 

ELENA GATTI and Peter Thoms - from graphic to abstract

 

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift.

 

Wölkes most common motives were those of his time battered facades of the German capital, small traditional shops, the Berlin corner pub and scenes from the lives of ordinary people. This work Wölke continued on Mallorca. Again, he found in the capital Palma ​​facades and subjects worth replicating, and he created sensible environmental studies of documentary value. The largest German private collection of Wölke’s work is owned by the bankrupt entrepreneurs Schlecker and was dissolved as a result of the insolvency process.

 

Edith and Lutz Minkner were the main promoters of the artist and part of their Wölke collection is on show in Llucmajor.

David Zisman (born 1940) lives and works in Puigpunyent, and is still creating. Iron and steel are his preferred related materials and from which he forms expressive sculptures or ensembles of sculptures groups that tell stories. People have compared his works to those of Giacometti, but Zisman has its own way of expressing himself. On Mallorca Zisman is one of the greats in the world of sculpture. The diversity of the island and its international group of collectors has made him famous even beyond Spanish borders. Due to the financial problems of the Spanish central government and the Balearic Government, but also due to the ever increasing requirements of the European Commission and the European Court, the Spanish tax lawsare constantly changing. Real estate sales in the Balearics rose in the first quarter by 33 %

 

Minkner & Partners’ real estate sales increased by 30 % in the first quarter compared to the same period last year. This means that the company falls into the average of 33 % according to the figures given by the INENational Statistics Institute for the Balearic. The National Statistics Institute also reported that the total sales for the first quarter throughout Spain have increased by 15.8 %.

 

2. Mallorca – Construction, Economy laws and taxes

 

(1) Construction

 

Palma: Town council will abolish 50 parking spaces on the Paseo Maritmo

 

Palma’s town council wants to remodel the Paseo Maritmo close to the Auditorium. They intend to abolish 50 parking which are currently in the middle of the road and thereby create more green space for pedestrians. The conversion measures are part of an overall plan to improve the appearance of the Paseo Maritimo. Traffic lanes are to be reduced and cycle lanes will be installed. A total of € 25 million have been requested from the European Union in order to carry out this work.

 

The Balearic Port Authorities have responded to this announcement by saying that they are puzzled by the town council’s plans. The corresponding area falls within the responsibility of the Port Authority who has neither discussed the remodelling of said area nor the elimination of parking spaces with anyone, let alone given their consent.

 

Palma: Porto Pi shopping centre wants to expand but comes up against building regulations

 

Experts expect that once the FAN shopping centre opens in Carrefour in Coll d’en Rabassa, the Porto Pi shopping centre will come up against stiff competition. For this reason Porto Pi in Palma want to react quickly to the situation and expand and modernize its installations. Presently the centre has 112,000 m² of retail space over 6 floors plus 1.500 parking spaces. However the permitted building capacity has been exhausted. In addition to the shopping centre there is also the Casino Mallorca which occupies 3,000 m² and wants to expand by a further 2,000 m². It would appear that modernization may take place but expansion no!

 

Palma: Military barracks to be converted into luxury city hotel

 

The military barracks in Palma where soldiers once use to lie on hard bunks, are to be converted into a luxury hotel where international guests will be pampered to. The building in question is the former military barracks at the corner of Calle Simo Ballester and Calle Menorca. The building was auctioned off last year by the Ministry of Defense and was bought by the hotel group Protur, for € 6.3 million, who want to convert the building into a luxury hotel with 100 rooms. The military barracks which dates from the 1940’s has 50 apartments over 3 floors and a total floor space of 1.098 m². Due to a large interior courtyard it is also possible to build a further 4.637 m². The necessary demolition work is already underway. The total investment is given as € 17 million.

Palma: The convent of ‘Las Monjas Reparadoras‘ is to be converted into holiday apartments.

 

Palma’s hotels are currently enjoying great popularity especially amongst those tourists who come to the island for cultural events or shopping. As a rule, they also benefit from a high occupancy during the low season. For this reason a former convent in the Calle Campaner in the centre of Palma is to be converted into holiday apartments. The renovation licences necessary are ready to be approved and so the conversion work can begin.

 

Palma: City Council will not approve any new terraces for bars and restaurants in Santa Catalina

 

One man's meat is another man's poison: In Palma’s popular Santa Catalina districtmany bars and restaurants have opened in recent years and for many visitors to the district, there is nothing better than to while away the hours on the welcoming terraces with good food and drink. The local residents who have long complained of unbearable noise at night see it otherwise. Now the city council has decided not to issue new licenses for restaurants or bar terraces. In the next twelve months the town hall in Palma will adopt a new regulation that will control more closely the use of public areas in Palma. In Santa Catalina, there are currently 128 approved terraces for bars and restaurants.

 

Palma: EU money for improving the appearance of the coastal strip: Focus on Plaza Gomila

 

Palma city’s councillor for construction Antoni Noguera is currently working on a big project that plans to improve the coastal area between San Agustin and Son Armadams and € 12.9 million have been requested from the EU to do so. The district will be better connected with a new bus route and cycle lanes and pathways. Emphasis will be placed on the Terreno district around the Plaza Gomila, a very popular area, which has struggled with drug problems over recent years. This area will be re-designed so that not only night owls, but also local residents feel at ease.

 

Santanyi: Left wingers in the village of Santanyi want to disconnect Internet access

 

It’s almost like Don Camilo and Peppone. The left wingers in Santanyi want to remove the Wi-Fi antennas from the church steeples and have gathered 200 signatures to support their cause. Hypocritically they state preservation as the reason behind this. Those churches involved are Santanyi, S’Alqueria Blanca and Calonge. With God’s blessing and assistance hopefully the Don Camilos of the respective churches will be able to fight against this proposition. The spoilsport leftists also want to start on the Placa del Roser: It is not acceptable that the restaurants tarnish this protected area with tables and chairs.

 

Puerto Portals: Fernando Arellano (2 Michelin stars) takes over the former Tristan

 

After 29 years of continued success Michelin star chef Gerhard Schwaiger left Tristans restaurant in Puerto Portals. Unfortunately the owners, the Graf family, failed in their negotiations with a Galician group to take over the restaurant and so consequently it was closed. The less well-known Michelin star chef Fernando Arellano will now take over the restaurant and give it a new name and ambience and hopefully lead it to success. Arellano is also responsible for the two restaurants Zaranda and Olivera Hotel Castell Son Claret. The Zaranda is currently the only two-star restaurant in Mallorca.

 

(2) Economy

 

Tourism I: In April hotels in Majorca had the highest occupancy for ten years

 

The Spanish statistical office INE has issued a press release stating that in April 2016 hotels in Majorca had the highest occupancy of the past decade. Occupancy was 67 %, representing an increase of 1.1 % over the same month last year. There were 2.63 million guests, of which 2.3 million were foreigners. Those hoteliers surveyed stated that the tourist season now begins earlier and ends later. This is also reflected in the employment statistics: In April 2016 18.733 workers were employed in the hotel industry and the last time the workforce reached these figures was in 2007.

 

Tourism II: The resorts of Magaluf and Palma Nova are expecting an increase in visitors of 17 %

 

In conjunction Magaluf and Palmanova form a tourist centre offering 86 hotels with 29,000 beds and a majority of British holidaymakers. This year, hoteliers expect a passenger increase of 17 % as compared to the previous year. In figures, this means 420,000 tourists are expected which is 60,300 more than last summer. 38 % of the guests in Magaluf and Palma Nova are on a family holiday. But a 10 % increase is also expected amongst the young guests.

 

Tourism III: Left wing tendency government want to regulate the number of hotel beds

 

Already in the wake of a new record season the left tendency government has discussed limiting the number of tourists.

This has caused strong protests from tour operators and has been discussed in the international media. As one cannot dictate to Mallorca’s lovers where they should holiday, an old idea has been brought to the table which is to limit the number of hotel beds. Presently on Mallorca there are a total of almost 350,000 hotel beds and the left wing tendency government plan to prohibit additional beds and abolish the existing exemptions. There have been exemptions made in both luxury and urban hotels. ‘Anyone wanting to build a new hotel firstly has to demolish one’ says Minster of Tourism Biel Barcelo.

 

Tourism IV: Hotel group Iberostar now have a 5-star hotel in the Playa de Palma

 

The programme of ex-Tourist minister Carlos Delgado (PP) continues to bear fruit: The hotel chain IBEROSTAR which belongs to the Mallorcan group Fluxa, has now opened its first 5-star hotel in the Playa de Palma. The former 4-star hotel Iberostar Playa de Palma was renovated to 5-star standards at a cost of 18 million euros. The hotel has 182 rooms and all have been completely redesigned, and a new pool area with a solarium and SPA has been installed. On the 7th floor, the hotel benefits from the Suite Grohe Experience ‘over 100 m² with sensational sea views’ where the German fittings manufacturer Grohe has incorporated its latest technology.

 

Tourism V: Hotel finder TRIVAGO is expanding and opening new offices in Palma in Porto Pi

 

TRIVAGO isworldwide, the leading search engine for hotels. In 2013 the business with its headquarters in Düsseldorf opened an office on Mallorca in the Parc Bit with just 15 employees. Now, 80 employees work for the company (60 % Spanish) and the offices in the Parc Bit have become too small. For this reason TRIVAGO now has moved to new, three storey premises in Porto Pi, Palma which means there is still room for a further 70 people. During their breaks employees can play on Kicker devices, with Lego bricks, or as Mangas and Star Wars heroes. Have fun and continued success.

 

(3) The law, taxes and finance

 

Son Vida: Owners in Son Vida have their lawsuit for the increase of cadastral values dismissed

 

Since 2013, the owners in Son Vida pay (like those of much other urbanization) annual property taxes (IBI) which are much higher than previously. The higher taxes are based on the drastically increased cadastral values that are the basis for calculation of property tax. An owners’ association of Son Vida appealed against the increase in cadastral values, however, have been unsuccessful already in the first instance court. Even the Supreme Court of the Balearic Islands (TSJB) has now considered that the increase in cadastral values is lawful.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift.

 

Wölkes most common motives were those of his time battered facades of the German capital, small traditional shops, the Berlin corner pub and scenes from the lives of ordinary people. This work Wölke continued on Mallorca. Again, he found in the capital Palma ​​facades and subjects worth replicating, and he created sensible environmental studies of documentary value. The largest German private collection of Wölke’s work is owned by the bankrupt entrepreneurs Schlecker and was dissolved as a result of the insolvency process.

David Zisman (born 1940) lives and works in Puigpunyent, and still exhibits a tireless creativity. Iron and steel are, in the main, the materials with which he works. (1) Construction

 

Palma harbour: New Gastro-market in preparation, investment of 10 million euros

 

The "Mercado San Juan" in the old slaughterhouse S`Escorxador in the heart of Palma is a gastronomic attraction on the island and a great commercial success, which naturally calls for ‘copycats’. A "Mercat d`es Port“ will be built in Palma’s old fishing port, plans of which have just been published. The vacant service building is to be converted into an attractive market hall at a cost of € 10 million. An underground car park with 120 parking spaces will also be created. The project should create up to 300 new jobs.

 

Palma airport – 367 long stay parking spaces have been created

 

The airport authority AENA reports that it has built 367 new long-term parking spaces close to the airport right next to the land which was previously reported as being for long-term parking. The intended use, however, still remains unknown. The internationally renowned artist Miguel Barcelo has agreed with the municipality of Felanitx to provide some artwork free of charge if a cultural centre is created there. In contrast, Mallorca viticulture association has suggested installing in a wine museum in the building.

 

Genova: Tunnels on the ring road close to Genova will be partially restricted for three months

 

The two tunnels on the ring road close to Genova will be repaired during the next three months at a cost of € 500,000. In order to avoid long traffic jams the work will be carried out between 21.00 h and 7.00 h during which time the tunnels will be partially closed. This will be done in a manner so that as one tunnel is closed the traffic in both directions can use the other tunnel.

Tourism: More record breaking figures for Palma’s Son Sant Joan airport in April 2016

 

Palmas Airport Son Sant Joan breaks records on a monthly basis. A total of 1.8 million passengers were handled in the month of April 2016 which is 3.4 % more than in the same month last year. While the number of national passengers declined, the international revenue increased by 6.7 %. Passengers came from Germany, Spain and the UK and from France, Denmark and Sweden. Overall, there were 14,239 flights, which is an increase of 2.1 %.

 

Tourism II: Increased demand for berths in Mallorca

 

In the summer months there will be a run on Mallorca berths. According to an agent for temporary berths the demand this year is already 20 % higher than last year. Demand is particularly high for berths for boats of an average length of 14.5 metres and a stay of one week. It is already foreseeable that the demand is concentrated not only on the main months of July and August, but the months of June and September which arealso in high demand.

 

Tourism III: Ryanair will expand flight offers in the winter season 2016/ 2017

Andratx: No building freeze in the summer months

 

The Balearic Islands Court of Appeals has repealed a regulation passed in 2014 by the Andratx local authorities which stated that during the months of July and August, for reasons of noise protection andin order not to harass residents and tourists in the high season, no construction work should be carried out in Andratx. The court's decision is a lack of competence of the local authorities: A building freeze because of noise can only be adopted by the state government in Madrid, but not by the local authorities. However, the local council can stipulate the times that building activities can be carried out, instead of a general building freeze which, as an example, is already happening in the municipality of Calvia.

Monika Hädrich – established in Mallorca Relief Artist

 

Following graduation from high school, the charming (and very real) artist from Vienna studied telecommunications and marketing and was a manager, in the advertising industry. Although she worked in an art-related industry, the lack of time and her respect for the professional artists, whom she met in her working life, caused her to realise that she was neglecting her own creative initiatives. She only began painting in 1998, under the guidance of artist friends "with patience and rigour". Since then, she spends her tie enjoying her passion in Vienna, lower Austria and Mallorca. Her inspiration she acquires during her travels far and wide, which is her second passion.

 

Her abstract works are created using oil and acrylic and a variety of materials such as earth, marble dust, lime putty, building materials and sand, which she brings from all countries. This results in images, igneous-strong, and tactile with strong emotions but nevertheless in which soft structural sensations and feelings are expressed. Monika Hädrich offers both individual and group exhibitions at home and abroad.

ELENA GATTI and Peter Thoms - from graphic to abstract

 

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

The international book fair ‘Fira del Libre’ will take place for the 34th time in Palma from 27th May to 5th June and this year it will be held on the Paseo Borne. Over the last four year the fair was held on the Via Roma / Rambla - however this location was not regarded by visitors as being as central as the Borne. Son Servera: 1.400 tons of sand to be poured on to Cala Bona beach

 

The beach of Cala Bona had become very run down, as the local authorities have not invested in it during the last 20 years. At the outset the beach was artificiallycreated and unfortunately nature has not been very kind to it. The town hall has now decided to make available the funds necessary to make the beach and corresponding bay appealing to tourists once again.1,400 tons of sand will be poured onto the beach, and toilets, showers, and information boards will be installed and disabled access will be created. In the summer months, lifeguard duties will be increased.

 

(2) Economy

 

Tourism I: Alltours purchase a further hotel in Pagura

 

Alltours are to invest even further in the seaside resort of Paguera. Up until the present time they operate the hotels Palmira Cormoran, Palmira Paradise and Palmira Paguera – all of which are 3 to 4,5 hotels. Alltours have now taken over the 4,5 star Hotel Paguera Park. The hotel has 180 beds and stands in the tranquil green area, only a few minutes’ walk from the beach and the promenade. The hotel will be operated by Alltours’ sister company Allsun, who already operate 22 hotels on the island.

 

Tourism II: 2015/2016 - strongest season for 10 years

 

The various efforts of the tourist industry and government to extend the season and to revive the off-season in Mallorca, is proving successful: According to the statistics of the INE in the period from November 2015 to March 2016, 20% more tourists arrived on Mallorca than in previous year. Firstly people from mainland Spain who were surveyed stated that the worst effects of the economic crisis had been overcome, and people were travelling again. Secondly, more and more weekend short trips are sold because both cultural events and shopping in Palma are being promoted.

The opening of the shopping center in Coll d`en Rabassa FAN MALLORCA will be delayed by a couple of months  to September 2016 The shopping centre houses 120 shops, a 4D cinema and some restaurants and has 2,500 parking spaces. The complex will be run by Carrefour Property, who has invested 200 million euros in the project. It is estimated that 12 million customers per year will visit the shopping centre. Many international brands will open stores there: Primark, H & M, Mango, C & A and Media Markt.

 

Trading II: supermarket chain Eroski invested 35 million euros

 

According to a press release the supermarket chain Eroski plan to invest a further 35 million euros, in the 111 stores on the Balearic Islands. As part of this investment 300 new jobs willalso be created. The investment plans are based on an empirical customer survey, for which 2,500 customers were surveyed about their buying behaviour and preferences. The survey showed that customers require an increase in the range of regional and organic products

 

Unemployment statistics: out of work adolescents figures are still alarming

 

While the percentage of unemployed in the Balearics in 2014 was at 20% and as such twice as high as the average unemployment rate in the European Union (10.2%), in 2015 there is, according to the data provided by the EU Statistical Office Eurostat, slightly more positive trends in the Balearic job market.  In 2015, the unemployment rate in Mallorca and the neighbouring islands stood at 17.3%, while the percentage in the EU averaged 9.4%. While the unemployment figures among young people aged 15 to 24 years decreased - compared to 2014 - by 2.2% to 42.2%, it is still alarmingly high in comparison with the average EU figures (20.4%). (3) The law, taxes and finance

 

Wealth tax and "Modelo 720" - already more than 3,000 German (ex) residents have returned  their `Residencia’

 

According to the latest figures from the Spanish Statistics Institute in 2015, 1,870 German residents have returned their Residencia. In 2014 it was around 1,000. According to experts the reason for the departure of said residents is due to the retention and increase of the Spanish wealth tax and income tax for higher earners and the introduction in 2012 of „Modelo 720", whose compatibility is  currently being examined under European law at the European Court. Model 720 stipulates that a resident must declare all his assets abroad. Any false information provided could lead to penalties which in extreme cases may lead to the forfeit of assets to the Spanish tax authorities. A true declaration results in assets over 10 million euros being subject to an annual wealth tax of 3.45%, which equates to a subtle expropriation. The left Balearic Government also explains clearly that this expropriation is intended as a distribution of wealth from top to bottom.

Monika Hädrich – established in Mallorca Relief Artist

 

Following graduation from high school, the charming (and very real) artist from Vienna studied telecommunications and marketing and was a manager, in the advertising industry. Although she worked in an art-related industry, the lack of time and her respect for the professional artists, whom she met in her working life, caused her to realise that she was neglecting her own creative initiatives. She only began painting in 1998, under the guidance of artist friends "with patience and rigour". Since then, she spends her tie enjoying her passion in Vienna, lower Austria and Mallorca. Her inspiration she acquires during her travels far and wide, which is her second passion.

 

Her abstract works are created using oil and acrylic and a variety of materials such as earth, marble dust, lime putty, building materials and sand, which she brings from all countries. This results in images, igneous-strong, and tactile with strong emotions but nevertheless in which soft structural sensations and feelings are expressed. Monika Hädrich offers both individual and group exhibitions at home and abroad.

 

ELENA GATTI and Peter Thoms - from graphic to abstract

 

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift.

 

Wölkes most common motives were those of his time battered facades of the German capital, small traditional shops, the Berlin corner pub and scenes from the lives of ordinary people. This work Wölke continued on Mallorca. Again, he found in the capital Palma ​​facades and subjects worth replicating, and he created sensible environmental studies of documentary value. The largest German private collection of Wölke’s work is owned by the bankrupt entrepreneurs Schlecker and was dissolved as a result of the insolvency process.

 

Edith and Lutz Minkner were the main promoters of the artist and part of their Wölke collection is on show in Llucmajor.

2. Mallorca – Construction, Economy laws and taxes

 

(1) Construction

 

Llucmajor: Hiking and biking trail to be created on the former Palma - Santanyi railway line

 

Until 1964 there was a railway line that ran from Palma to Arenal on to Llucmajor and Campos ending in Santanyi. Some of the tracks and bridges (Pont de les ses Boques and Pont d`es Jueus) remain and the now the state government, the island council and the municipality of Llucmajor want to develop the disused railway line into a biking and hiking trail. The small section between Llucmajor and Arenal should be completed during the current legislative period (i.e. until 2019).

 

Manacor: Neither golf course nor polo field in Manacor

 

For investors in Mallorca planning reliability is a foreign word: After every election the building codes adopted by the previous government are regularly repealed and so is the case at the moment in Manacor. The design for the new development plan (PGOU) had provided 165 hectares for the construction of golf courses and polo fields. The proposed terrain lies between Cala Murada and Calas de Mallorca but Manacor’s city council has now withdrawn these plans from the draft. The new development plan will be decided upon this summer.

 

Cabrera: The island of Cabrera which is a national park will be increased tenfold

 

The Balearic government will decide on 29th April 2016 to extend the National Park of Cabrera, which currently covers 10,000 hectares, tenfold, which will make it the largest marine national park in the western Mediterranean. It will be the first marine national park with an underwater slope, which allows for important habitats up to a depth of 2,000 metres to be protected. The Balearic government decision is based on the result of a research carried out by the marine conservation organization Oceana, which has been examining the affected Balearic waters since 2006 and had made a similar recommendation.

 

(2) Economy

 

Retail trade: Retail trade in Palma’s airport reports record sales

 

With the high number of tourists passing through the airport then it goes to say that trade has also increased. A total of 20,000 m² of commercial space is available, 9.550 m² of which is retail space and 10.450 m² for catering establishments. In 2015, 70 million Euros have been spent which is 16 % more than the previous year and AENA are reporting that they expect a significant increase for 2016 due to the increased number of passengers. In 2015 there was a total of 23,7 million passengers and this year the number is 26 million.

 

Wine production Bodega Santa Catarina will concentrate more on native wines in the future

 

The Bodega Santa Catarina a well-known wine producer on the island has a total surface area pf 61 hectares (40 in Sencelles, 8 in Andratx and 13 in Sineu). Following the death of Estellan Lundqvist, the founder, the bodega was quiet, but now his heirs have come up with a new concept. New vines will be planted in the three vineyards in concentrating more on domestic varieties such as Mantonegro, Callet, Giro Gros and Moll. As part of the new concept an underground irrigation system will be put in place. The new concept should produce top quality wines and production will be increased to 400,000 litres.

 

(3) The law, taxes and finance

 

Taxes on income from holiday lettings - Inland Revenue step up inspections

 

Undeclared and thus, consequently untaxed long term property rentals and holiday rentals, is not only a thorn in the side of  the taxpaying hoteliers, but also the Spanish tax authorities. Therefore, the Balearic Inland Revenue is increasing the number of inspectors by 300 % to uncover untaxed income from the rental of apartments and guilty parties will be fined. In order to find such properties the inspectors access websites, obtain data from electricity companies and information from the town halls plus the publications of real estate companies, who deal with vacation rental. The penalties are - in addition to the payment of the evaded taxes - between 50 % and 150 % of the evaded amounts.

The Spanish treasury is assisting the municipalities of Mallorca by using light aircraft to ensure that the information on which the collection of local rates is based and applied is correct. The basis for the tax calculation is the cadastral value, which in turn is a result of the sum of the values of both the land and buildings on it. In many cases, however, the scope of development in recent years has considerably changed the value, and this was not made known to the land registry.  In most cases it is a question of unauthorised constructions or new buildings, also popularly known as illegal construction. In the Balearic Islands, the Spanish Tax Office has now identified 21,652 illegal buildings, matching the aerial photographs with cadastral documents. There are 7,578 conversions and undeclared changes of use, 5,413 extensions, 6,279 new buildings and 2,382 pools. The owners affected will soon get unpleasant post from the tax office.

Recent work by the German artist Bea Garding Schubert will be exhibited in the Minkner Art Gallery in Santa Ponsa from 24th March to 14th May 2016. The drive behind Garding-Schubert`s artistic creation has long been the subject of "time". Her images revolve around the idea of impermanence, the dream of infinity and the finite nature of one's being. It is important to identify the small golden moments in life that are so much more serious than the countless petty years. The work series "Moments" takes up these moments.

28th April to 2nd May 2016 –Palma Boat Show (33rd international boat show in the Balearics)

 

Once again the old pier in Palma is host to the Palma Boat show (33rd international boat show in the Balearics) which takes place from 28th April to 2nd May and this year has attracted 200 exhibitors who will exhibit 170 yachts plus a large support programme, to an international audience. Although the exhibition space provided is 5.500 m², 70 interested exhibitors have been turned down as all exhibition space was fully booked.Last year, the boat show had 40,000 visitors. BeerPalma will take place between 28th April to 8th May in the Parc de la Mar just below the cathedral. 30 stands will offer 150 different types of beer to visitors to try. Specialist organization TINSA: House prices rose in the Balearic Islands in the first quarter of 2016 by 3,8 %

 

Brokers’ statistics are often criticised however the neutral experts’ organization TINSA has published the current figures on the evolution of house prices in the first quarter of 2016, which indicate that the price of real estate in the Balearic Islands rose by 3,8 %. Real estate prices in mainland Spain have also increased, but only by 1,4 %. Especially pleasing was the 4,2 % rise in prices in Palma, where a further significant increase is expected in the current year.

 

Also of interest is the latest statistical survey of Mallorca’s property register: In February 2016, 32,9 % more apartments and houses were sold than in the same month last year. Of a total of 1,118 registered sales, 855 were of existing properties, and 263 new properties.

 

2. Mallorca – Construction, Economy laws and taxes

 

Construction

 

New apartments: Inventory resulting from the crisis is almost sold out

 

The Association of the Balearic property developers pointed out during their annual general meeting that in the Balearics a programme for the construction of new apartments should be put into place. At the beginning of the crisis there was an unsold inventory of new properties of 15,000 apartments, of which now only 2,000 to 3,000 "which no one wants" remain unsold. The thus incurred shortage of supply will inevitably lead to higher prices as on a yearly basis 1,100 new units need to be built to meet the demand; at the moment only 400 new homes are being built annually. The Association request that the government designates more land, allowing denser and higher developments and also to provide incentives for renovations.

 

Palma - Port: New arrivals terminal is planned for 7,000 passengers

 

The current situation is temporary. Passengers of the larger cruise ships are currently being cleared through customs in the port of Palma in a 2,500 m² marquee, which was built a few years ago at a cost of € 800,000. Now the port administration plans to build a new terminal at the western breakwater, where 7,000 passengers can be processed, as more and more cruise ships are calling into Palma. The new terminal 6 will be four times larger than the old one. Construction is scheduled to begin in 2017 and to be completed in 2018. The investment should amount to 19.5 million euros. The tender for the construction work is already underway.

 

2) Economy

 

Balearic economy: In 2016 growth of 3,5 % is expected

 

The economy of the Balearic Islands is on track: The National Statistics Institute - INE – estimate a growth of 3,4 % for 2016 based on the growth of 3,2 % achieved in 2015. However, the government still has a budget deficit (negative amount in public budgets in relation togross domestic product) which last year was 1,5 %. It is unlikely that these values change with the policy of the current government spending left.

 

Unemployment statistics: Unemployment fell in the Balearic Islands by 12 %

 

In March 2016, 66 134 people were unemployed in the Balearic Islands which is 12 % less than in the same month last year. Only half of these people are entitled to unemployment benefits. 20,000 people are long-term unemployed and 26,000 (the 20,000 included) of the unemployed are over 45 years old. 406,742 people who are presently employed are paying social security contributions, which is 5,72 % more than the same month last year. The Balearic Islands have the highest growth in Spain for social security contributions. Nevertheless, the rate of unemployment in the Balearic Islands is still above the 20 % mark.

 

Tourism I: Record season is approaching, experts fear overbooking

 

Due to the fact that many popular holiday destinations are off limits because of unstable political situations, the Balearic Islands are looking forward to a record season. In particular, during the months of June to September, when reservation numbers are higher than ever before, experts fear overbooking. Even the fact that during this period the European Football Championship is taking place in France has not affected the hotel prices. Tour operators are recommending hoteliers to pay special attention to the confirmed reservations.

 

In this context, TUI president Fritz Joussen announced in an interview with "Bild am Sonntag" that there would be no last minute deals in midsummer, as availability is depleted. “This summer all those who want to come to Mallorca will not be able to do so."

 

Tourism II: March 2016, 26 % more passengers than last year

 

We will have to get use to new records for tourism this year. The Airport Authority AENA has just published its figures for the passenger traffic in March 2016 and 1.2 million passengers were handled at Palmas Airport Son Sant Joan which is 26 % (!) more than in the same month last year. Reason for this is that Easter fell early and in other tourist destinations were off limits due to unsteady political conditions. International flights have increased significantly (40 %) and from Germany alone there was an increase of 30,5 %.

 

Tourism III: Joan Miro Museum Hotel opens in Palma

 

Joan Miro Punyet is a grandson of Mallorca’s famous son, the artist Joan Miro. At his suggestion, the hotel family Vich has now opened the Joan Miro Museum Hotel just a 100 metres from the Miro Museum. The four-star hotel has 28 works of art by the artist and in every room hangs a print of Miro’s work. In the first year of operation Miro’s grandchild will ensure that all 25 employees are familiar with all the important biographical information about the artist. Upon check-in each guest receives free admission to the museum. The hotel also offers the opportunity to participate in various workshops – also for children and adolescents - and a free shuttle bus between the hotel and the museum is available. Due to this new concept, it is expected that the hotel will remain open all year.

 

(3) The law, taxes and finance

 

Tourist tax – quickly thrown together: An oversight, VAT has to be added to the tourist tax

 

For almost a year the relevant government departments have been tinkering away developing the law regarding the new tourist tax. Those involved haggled over every cent. The Ministry of Tourism of the Balearics has surprised us with the news that the regional tourism tax must be raised by 10 % due to VAT (IVA) being applied. The surprised Tourism Minister Biel Barceló himself speaks of a "tax hunger state" and finds it an "absurd situation that taxes must be paid on a tax!“ For once this sensation is shared by both the government and the people. Ultimately, the courts will probably have to decide on the admissibility of this tax. Only - if paid once, the citizens will not get a refund.

 

Just before publication deadline we were made aware of the opinion of Mallorca’s hoteliers: They are not prepared to accept the VAT surcharge. The eco-tax is by no means for service provided by the hoteliers, but just a tax. To levy a tax on the tax is absurd. The way the whole matter has been handled shows that the government just improvises.

 

Lutz Minkner says: It is remarkable that the government during its yearlong preparation did not recognize this issue as a problem. That speaks volumes about the tax expertise of the legislature. The application of a tax with VAT may seem absurd - in a petition to the German parliament for a comparable subject, this process has even been called "perverse“ - nevertheless the international tax law is aware of the application of a tax plus VAT. One example is the energy tax in Germany. On each litre of gasoline, the energy tax is 65,45 cents / litre, on diesel is 47,04 cents / litre including the so-called eco-tax of 15 cents / litre. Fuel is taxed with 19 %. VAT in Germany The basis for calculation is not only the product price, but also the energy and environmental tax.

 

Parliament approve social assistance package  

 

In fulfilment of a campaign promise of the left wing parties, the Balearic Parliament has agreed on a social assistance package ("Ley de Renta Social Garantizada"). Similar to the German Hartz IV - the law guarantees a minimum payment of € 429 per month to those socially disadvantaged households in the Balearics. This base amount can rise to € 776,58 depending on the number of children. The government states that approx. 6,000 families will benefit from this social assistance. Other laws to support other socially disadvantaged groups are in preparation.

Recent work by the German artist Bea Garding Schubert will be exhibited in the Minkner Art Gallery in Santa Ponsa from 24th March to 14th May 2016. The drive behind Garding-Schubert`s artistic creation has long been the subject of "time". Her images revolve around the idea of impermanence, the dream of infinity and the finite nature of one's being. It is important to identify the small golden moments in life that are so much more serious than the countless petty years. The work series "Moments" takes up these moments.

ELENA GATTI and Peter Thoms - from graphic to abstract

 

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift.

 

Wölkes most common motives were those of his time battered facades of the German capital, small traditional shops, the Berlin corner pub and scenes from the lives of ordinary people. This work Wölke continued on Mallorca. Again, he found in the capital Palma ​​facades and subjects worth replicating, and he created sensible environmental studies of documentary value. The largest German private collection of Wölke’s work is owned by the bankrupt entrepreneurs Schlecker and was dissolved as a result of the insolvency process.

 

Edith and Lutz Minkner were the main promoters of the artist and part of their Wölke collection is on show in Llucmajor.

Not very diplomatic: The left wing government avoided contact with both royalty and the church over Easter

 

Already a year in office but the left wing government still has a lot to learn politically speaking: On Easter Sunday King Felipe and Letizia along with the crown princesses Leonor and Sofia the former Queen Sofia attended mass in Palma’s cathedral. Bishop Javier Salinas greeted them at the entrance to the cathedral and hundreds of spectators were there to see the royal family. It is, normally speaking, good practice for members of the Balearic government to be present, however it appears that the left wing Balearic government does not care much for tradition as this year not a single representative from the government was present.

Friends of the Balearic Symphonic Orchestra of the Balearic Islands supported gala concert with Juan Diego Flores in Vienna

 

Lutz Minkner, in his capacity as Vice-President of the Friends of the Balearic Symphonic Orchestra, will attend a charity concert in Vienna on 23rd April 2016. Tenor Juan Diego Florez will give a concert there in his series "Florez & Friends" which is in aid of people in need in Peru. The participation of the Symphonic Orchestra is at the express request of Florez, following an extremely successful concert in Palma’s Auditorium last year. The Symphonic Orchestra will be led by Pablo Mielgo. In addition to Florez numerous international artists will also perform. The Friends of the Symphonic Orchestra have paid the cost of the airfare for the orchestra.

 

2. Mallorca – Construction, Economy laws and taxes

 

(1) Construction

 

Palma: Congress Palace of the city of Palma and the Balearic government "taken"

 

The building drama surrounding the Congress Palace seems to be approaching an end. The same situation occurred in Berlin with its new airport and Hamburg with the construction of the Elbphilharmonie. Mallorca has required seven long years to build the Congress Palace (originally it was thought to take just three years) and it has cost €130 million + land + unknown delay costs. On 29th March the building contractor Acciona handed over the Congress Palace to the city of Palma and the Balearic Government. It still lacks amenities such as seating in the event halls but should be operational by the end of the year, that is, if a management company can be found. A new tender has been announced. Meanwhile the winner of the last tender sued both the city and government. The city considers itself clever enough to be able to operate the Congress Palace. The provincial farce is not over yet.

 

Palma: Placa del Mercat is to be pedestrianised

 

The Placa del Mercat is an emblematic square in the heart of Palma. It is lined with buildings with Art Nouveau facades, including the former Gran Hotel, now the seat of a cultural foundation. In the middle of the square stands a statue depicting the Majorcan politician Antoni Maura. In the midst of this ensemble are 31 parking spaces. These will disappear in the coming year according to the wishes of Palma City Council. The pavement will be raised to a uniform height and the square will be for pedestrians only. The only exception is for delivery vans to neighbouring businesses. The estimated cost is 1.7 million euros.

 

Port de Pollenca and other areas: 31 million for rehabilitation of tourist areas

 

Tourism Minister Biel Barceló has announced that the Balearic Government will invest 31 million euros in the rehabilitation and extension of various tourist areas on Mallorca. The first work to take place will be the improvement and widening of the pedestrian path on the MA 2220 between Port de Pollenca and Alcudia. The work will cost 1.4 million euros, of which 50 % will be paid by the government. More walking and cycling paths are to be expanded are located in Calvia, Palma and Santanyi. Biel Barcelo stressed that this programme is not only a contribution to enhance recreational areas, but also to create jobs.

 

Magaluf: Melia group begins demolition of the hotel "Sol Jamaica"

 

For almost 10 years the dilapidated former hotel "Sol Jamaica" in Magaluf / Calvia has been empty. It has over the last few years served as a homeless asylum and a dumping ground and was a nuisance to residents. The current owner, the Melia hotel group, has now begun demolition of this eyesore. Melia plans to build a new hotelon the site which will open in 2017. The hotel will have 200 rooms and a 4,000 m² shopping area. The hotel will be surrounded by inviting terraces a beautiful garden.

 

Es Trenc: Government plans, to make the popular beach a conservation area

 

Over the last few decades there have been several attempts to declare Es Trenc beach a conservation area and the Balearic government now plan to go ahead with this idea. Plans are already available for public inspection and in May, the bill will be discussed in the Balearic Parliament. The law is necessary, said the Environmental Minister Sr.Vidal, to stop further destruction of the area. The law should also solve the problem of access to the beach and the parking situation, which was recently the subject of fierce debate.

 

(2) Economy

 

Solarparks: The green and left wing parties put the damper on solar park project

 

A new episode in the series `Bedlam in the Balearic Government’. To date several solar park projects have been struggling to obtain building permits however the environment group GOB and Amics de la Terra as well as the environment commission of the left wing party, have blocked these plans: land protection as well as bird and plant life as opposed to sustainable energy, despite the fact that at the moment only 2 % of Mallorca’s energy supply is sustainable. Environmental organizations and the government are now boasting about the compromises they have insisted upon: Two projects (Llucmajor and Manacor) have had to drastically reduce the area of land to be used by half in order to obtain a license which will also mean reducing the production of energy. Therefore once more the use of sustainable energy has been prevented.

 

Reutilization of Mallorca lighthouses: Instead of hotels and restaurants now hostels for hikers

 

And another post from our series "News from the bedlam of left wing Balearic Government": The majority of lighthouses on Mallorca are now controlledremotely. The previous conservative government had a plan to lease suitable lighthouses, as restaurants, hotel business, and artists’ studios. On the one hand this would have shifted the cost of renovations and repairs to third parties and spared costs in the public sector, on the other hand it would also have achieved permanent revenue for the government. Previously determined tenders have now been shelved by the Left government: Mallorca’s lighthouses should not serve the economic benefit of individuals but of all citizens. The Island Council is currently negotiating with the Port Authority to set up, "hostels for hikers" in appropriate lighthouses. These will then be operated by the state government, as are as six other hostels, for hikers. It’s good to see that the government tackles the really important issues of the Balearic Islandswith such verve.

 

(3) The law, taxes and finance

 

Left wing Balearic Government encourages informers

 

The left wing Balearic Government wants to generate an additional ten million euros in tax revenue by adopting new measures. In particular, with respect to the new city tax (see below) as a more thorough check should be made to establish whether the home owner rents the property out and if so they pay the required tourism tax. However,the Balearic Treasury want to make sure that they become aware of any form of alleged tax evasion as they have developed an online form via which anyone can divulge information regarding potential tax cheats. The identity of the informant will not be revealed to the accused. Such measures are already described in Stalinist textbooks. For example August Heinrich Hoffmann von Fallersleben, the creator of the German national anthem: "The biggest scoundrel in the whole country is and remains the informer".

Law for tourist tax adopted in the Balearic Parliament

 

Thanks to the votes of the Left wing parties and Podemos, the Law on tourist tax (also known as leisure travel tax or visitor’s tax) has been passed in the Balearic Parliament and will enter into force on 1st July 2016. The tourist Ministry and the Ministry of Finance of the Balearic Islands will, until then, be presenting executive rules to be adopted. As of July under the new law, adults and adolescents over the age of 14 will have to pay between 25 cents and € 2 per night depending on season and hotel rating. The Left government promises that an additional revenue of 50 million euros for the remainder of 2016. These tax revenues are of benefit to the environment, land protection and the tourist infrastructure. The conservative party PP and tourism industry and the Hotel Association have protestedvehemently against the law.

 

Andratx has to pay € 1 million euros damages for unlawful refusal to grant a building permit

 

The Spanish Supreme Court has condemned the municipality of Andratx to pay damages to a landowner to the amount of 1 million euros. In 2008 the plaintiff had applied for a building permit for the construction of a family house for his plot in the Cala Llamp. This was refused, although the planned construction met with the then applicable building code. The court have now found in favour of the claimant stating that the refusal of planning permission was based purely on political reasons of the, then in power, centre-left government in Andratx. For the same period there are still a variety of other compensation claims pending in court to a volume of several hundred million euros. In several urbanizations the centre-left government illegally rezoned land as green areas.

BEA GARDING-SCHUBERT - Moments

 

Recent work by the German artist Bea Garding Schubert will be exhibited in the Minkner Art Gallery in Santa Ponsa from 24th March to 14th May 2016. The drive behind Garding-Schubert`s artistic creation has long been the subject of "time". Her images revolve around the idea of impermanence, the dream of infinity and the finite nature of one's being. It is important to identify the small golden moments in life that are so much more serious than the countless petty years. The work series "Moments" takes up these moments.

ELENA GATTI and Peter Thoms - from graphic to abstract

 

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift.

 

Wölkes most common motives were those of his time battered facades of the German capital, small traditional shops, the Berlin corner pub and scenes from the lives of ordinary people. This work Wölke continued on Mallorca. Again, he found in the capital Palma ​​facades and subjects worth replicating, and he created sensible environmental studies of documentary value. The largest German private collection of Wölke’s work is owned by the bankrupt entrepreneurs Schlecker and was dissolved as a result of the insolvency process.

 

Edith and Lutz Minkner were the main promoters of the artist and part of their Wölke collection is on show in Llucmajor.

Katherine Switzer was the first woman to run the Boston Marathon in 1967.
