"Let`s get together - Minkner meets friends" on 3rd June 2016 in the Minkner & Partner office in Llucmajor

 

"Let`s get together - Minkner meets friends" is a series of events that Minkner & Partner organize in the different branch offices in order to get to know both owners and prospective buyers in a relaxed atmosphere. On 3rd June, the next event of this kind takes place in the office in Llucmajor, Ronda Migjorn, 145 b (near Müller-market). The new Sales Manager of the Llucmajorbranch, Mr. Joerg Stepputat, an experienced real estate professional in Mallorca, along with his team (Thorsten Papageorgiou, Cristina Hardiman and Erika Koch) will available for discussions and information on the current market activity and one to one discussions. The company's management, Edith and Lutz Minkner and sales director Marvin Bonitz will be present, to answer questions on areas such as legal and tax issues. 2. Mallorca – Construction, Economy laws and taxes

 

(1) Construction

 

Palma harbour: New Gastro-market in preparation, investment of 10 million euros

 

The "Mercado San Juan" in the old slaughterhouse S`Escorxador in the heart of Palma is a gastronomic attraction on the island and a great commercial success, which naturally calls for ‘copycats’. A "Mercat d`es Port“ will be built in Palma’s old fishing port, plans of which have just been published. The vacant service building is to be converted into an attractive market hall at a cost of € 10 million. An underground car park with 120 parking spaces will also be created. The project should create up to 300 new jobs.

 

Palma airport – 367 long stay parking spaces have been created

 

The airport authority AENA reports that it has built 367 new long-term parking spaces close to the airport right next to the land which was previously reported as being for long-term parking. As in the past, it will be possible to take a 4 min journey on a shuttle bus to the terminal. Discounts are available for early bookings and users of smartphone APP "AENA". They are also moving with the times as it will be possible to charge electric vehicles can be recharged while parked there.

 

Alcudias port: Local residents protest against the expansion of the port

 

Alcudiamar the sports marina in Port d’Alcudia should be expanded. Felanitx: The wine cooperative Sindicate is to be purchased with funds from the Spanish government and rehabilitated

 

The imposing ensemble of buildings, dating back to the 1922 which is the former wine cooperative Sindicat Felanitx will be purchased with funds from the Spanish Council of Ministers (3 million euros) and restored (1 million euros) and the Council of Ministers has approved a budget of 4 million euros. The intended use, however, still remains unknown. The internationally renowned artist Miguel Barcelo has agreed with the municipality of Felanitx to provide some artwork free of charge if a cultural centre is created there. In contrast, Mallorca viticulture association has suggested installing in a wine museum in the building.

 

Genova: Tunnels on the ring road close to Genova will be partially restricted for three months

 

The two tunnels on the ring road close to Genova will be repaired during the next three months at a cost of € 500,000. In order to avoid long traffic jams the work will be carried out between 21.00 h and 7.00 h during which time the tunnels will be partially closed. This will be done in a manner so that as one tunnel is closed the traffic in both directions can use the other tunnel.

 

(2) Economy

 

Tourism: More record breaking figures for Palma’s Son Sant Joan airport in April 2016

 

Palmas Airport Son Sant Joan breaks records on a monthly basis. A total of 1.8 million passengers were handled in the month of April 2016 which is 3.4 % more than in the same month last year. While the number of national passengers declined, the international revenue increased by 6.7 %. Passengers came from Germany, Spain and the UK and from France, Denmark and Sweden. Overall, there were 14,239 flights, which is an increase of 2.1 %.

 

Tourism II: Increased demand for berths in Mallorca

 

In the summer months there will be a run on Mallorca berths. According to an agent for temporary berths the demand this year is already 20 % higher than last year. Demand is particularly high for berths for boats of an average length of 14.5 metres and a stay of one week. It is already foreseeable that the demand is concentrated not only on the main months of July and August, but the months of June and September which arealso in high demand.

 

Tourism III: Ryanair will expand flight offers in the winter season 2016/ 2017

 

In the coming winter season Ryanair will significantly increase their flight programme from Mallorca. In addition to the current schedule, destinations such as Dusseldorf, Hamburg, Edinburgh, Eindhoven and Manchester will also be offered. Additional flights will also be added on the routes to Berlin, Cologne and Frankfurt-Hahn. Ryanair wants to handle a passenger volume of 3.5 million passengers.

 

Tourism IV: More airlines increase or include Mallorca in their flight programme

 

Other airlines will also expand their routes to Mallorca or include them in their programme: The airline Sunexpress flies twice a week from Palma to Munich. The airline Small Planet flies five times a week (Tuesdays, Wednesdays, Thursdays, Fridays and Saturdays) to Paderborn-Lippstadt. And finally Easyjet is now flying four times a week to Amsterdam-Schiphol and back. All flights can be booked now. As of 21st May Iberia Express announced direct flights between Mallorca and Stuttgart, which will operate on Tuesdays and Saturdays.

Andratx: No building freeze in the summer months

 

The Balearic Islands Court of Appeals has repealed a regulation passed in 2014 by the Andratx local authorities which stated that during the months of July and August, for reasons of noise protection andin order not to harass residents and tourists in the high season, no construction work should be carried out in Andratx. The court's decision is a lack of competence of the local authorities: A building freeze because of noise can only be adopted by the state government in Madrid, but not by the local authorities. However, the local council can stipulate the times that building activities can be carried out, instead of a general building freeze which, as an example, is already happening in the municipality of Calvia.

Monika Hädrich – established in Mallorca Relief Artist

 

Following graduation from high school, the charming (and very real) artist from Vienna studied telecommunications and marketing and was a manager, in the advertising industry. Although she worked in an art-related industry, the lack of time and her respect for the professional artists, whom she met in her working life, caused her to realise that she was neglecting her own creative initiatives. She only began painting in 1998, under the guidance of artist friends "with patience and rigour". Since then, she spends her tie enjoying her passion in Vienna, lower Austria and Mallorca. Her inspiration she acquires during her travels far and wide, which is her second passion.

 

Her abstract works are created using oil and acrylic and a variety of materials such as earth, marble dust, lime putty, building materials and sand, which she brings from all countries. This results in images, igneous-strong, and tactile with strong emotions but nevertheless in which soft structural sensations and feelings are expressed. Monika Hädrich offers both individual and group exhibitions at home and abroad.

ELENA GATTI and Peter Thoms - from graphic to abstract

 

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift.

 

Wölkes most common motives were those of his time battered facades of the German capital, small traditional shops, the Berlin corner pub and scenes from the lives of ordinary people. This work Wölke continued on Mallorca. Again, he found in the capital Palma ​​facades and subjects worth replicating, and he created sensible environmental studies of documentary value. The largest German private collection of Wölke’s work is owned by the bankrupt entrepreneurs Schlecker and was dissolved as a result of the insolvency process.

 

Edith and Lutz Minkner were the main promoters of the artist and part of their Wölke collection is on show in Llucmajor.

27th May to 5th June 2016 Book Fair "Fira del Libre" at Borne, Palma

 

The international book fair ‘Fira del Libre’ will take place for the 34th time in Palma from 27th May to 5th June and this year it will be held on the Paseo Borne. Over the last four year the fair was held on the Via Roma / Rambla - however this location was not regarded by visitors as being as central as the Borne. This year there will also be regional and international literature. Many Spanish publishers will present their new releases. 2. Mallorca – Construction, Economy laws and taxes

 

(1) Construction

 

Son Servera: 1.400 tons of sand to be poured on to Cala Bona beach

 

The beach of Cala Bona had become very run down, as the local authorities have not invested in it during the last 20 years. At the outset the beach was artificiallycreated and unfortunately nature has not been very kind to it. The town hall has now decided to make available the funds necessary to make the beach and corresponding bay appealing to tourists once again.1,400 tons of sand will be poured onto the beach, and toilets, showers, and information boards will be installed and disabled access will be created. In the summer months, lifeguard duties will be increased.

 

(2) Economy

 

Tourism I: Alltours purchase a further hotel in Pagura

 

Alltours are to invest even further in the seaside resort of Paguera. Up until the present time they operate the hotels Palmira Cormoran, Palmira Paradise and Palmira Paguera – all of which are 3 to 4,5 hotels. Alltours have now taken over the 4,5 star Hotel Paguera Park. The hotel has 180 beds and stands in the tranquil green area, only a few minutes’ walk from the beach and the promenade. The hotel will be operated by Alltours’ sister company Allsun, who already operate 22 hotels on the island.

 

Tourism II: 2015/2016 - strongest season for 10 years

 

The various efforts of the tourist industry and government to extend the season and to revive the off-season in Mallorca, is proving successful: According to the statistics of the INE in the period from November 2015 to March 2016, 20% more tourists arrived on Mallorca than in previous year. Firstly people from mainland Spain who were surveyed stated that the worst effects of the economic crisis had been overcome, and people were travelling again. Secondly, more and more weekend short trips are sold because both cultural events and shopping in Palma are being promoted.

 

Commerce I: shopping center FAN MALLORCA Coll d`en Rabassa will open in September 2016

 

The opening of the shopping center in Coll d`en Rabassa FAN MALLORCA will be delayed by a couple of months  to September 2016 The shopping centre houses 120 shops, a 4D cinema and some restaurants and has 2,500 parking spaces. The complex will be run by Carrefour Property, who has invested 200 million euros in the project. It is estimated that 12 million customers per year will visit the shopping centre. Many international brands will open stores there: Primark, H & M, Mango, C & A and Media Markt.

 

Trading II: supermarket chain Eroski invested 35 million euros

 

According to a press release the supermarket chain Eroski plan to invest a further 35 million euros, in the 111 stores on the Balearic Islands. As part of this investment 300 new jobs willalso be created. The investment plans are based on an empirical customer survey, for which 2,500 customers were surveyed about their buying behaviour and preferences. The survey showed that customers require an increase in the range of regional and organic products

 

Unemployment statistics: out of work adolescents figures are still alarming

 

While the percentage of unemployed in the Balearics in 2014 was at 20% and as such twice as high as the average unemployment rate in the European Union (10.2%), in 2015 there is, according to the data provided by the EU Statistical Office Eurostat, slightly more positive trends in the Balearic job market.  In 2015, the unemployment rate in Mallorca and the neighbouring islands stood at 17.3%, while the percentage in the EU averaged 9.4%. While the unemployment figures among young people aged 15 to 24 years decreased - compared to 2014 - by 2.2% to 42.2%, it is still alarmingly high in comparison with the average EU figures (20.4%). (3) The law, taxes and finance

 

Wealth tax and "Modelo 720" - already more than 3,000 German (ex) residents have returned  their `Residencia’

 

According to the latest figures from the Spanish Statistics Institute in 2015, 1,870 German residents have returned their Residencia. In 2014 it was around 1,000. According to experts the reason for the departure of said residents is due to the retention and increase of the Spanish wealth tax and income tax for higher earners and the introduction in 2012 of „Modelo 720", whose compatibility is  currently being examined under European law at the European Court. Model 720 stipulates that a resident must declare all his assets abroad. Any false information provided could lead to penalties which in extreme cases may lead to the forfeit of assets to the Spanish tax authorities. A true declaration results in assets over 10 million euros being subject to an annual wealth tax of 3.45%, which equates to a subtle expropriation. The left Balearic Government also explains clearly that this expropriation is intended as a distribution of wealth from top to bottom.

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift.

 

Wölkes most common motives were those of his time battered facades of the German capital, small traditional shops, the Berlin corner pub and scenes from the lives of ordinary people. This work Wölke continued on Mallorca. Again, he found in the capital Palma ​​facades and subjects worth replicating, and he created sensible environmental studies of documentary value. The largest German private collection of Wölke’s work is owned by the bankrupt entrepreneurs Schlecker and was dissolved as a result of the insolvency process.

 

Edith and Lutz Minkner were the main promoters of the artist and part of their Wölke collection is on show in Llucmajor.

2. Mallorca – Construction, Economy laws and taxes

 

(1) Construction

 

Llucmajor: Hiking and biking trail to be created on the former Palma - Santanyi railway line

 

Until 1964 there was a railway line that ran from Palma to Arenal on to Llucmajor and Campos ending in Santanyi. Some of the tracks and bridges (Pont de les ses Boques and Pont d`es Jueus) remain and the now the state government, the island council and the municipality of Llucmajor want to develop the disused railway line into a biking and hiking trail. The small section between Llucmajor and Arenal should be completed during the current legislative period (i.e. until 2019).

 

Manacor: Neither golf course nor polo field in Manacor

 

For investors in Mallorca planning reliability is a foreign word: After every election the building codes adopted by the previous government are regularly repealed and so is the case at the moment in Manacor. The design for the new development plan (PGOU) had provided 165 hectares for the construction of golf courses and polo fields. The proposed terrain lies between Cala Murada and Calas de Mallorca but Manacor’s city council has now withdrawn these plans from the draft. The new development plan will be decided upon this summer.

 

Cabrera: The island of Cabrera which is a national park will be increased tenfold

 

The Balearic government will decide on 29th April 2016 to extend the National Park of Cabrera, which currently covers 10,000 hectares, tenfold, which will make it the largest marine national park in the western Mediterranean. It will be the first marine national park with an underwater slope, which allows for important habitats up to a depth of 2,000 metres to be protected. The Balearic government decision is based on the result of a research carried out by the marine conservation organization Oceana, which has been examining the affected Balearic waters since 2006 and had made a similar recommendation.

 

(2) Economy

 

Retail trade: Retail trade in Palma’s airport reports record sales

 

With the high number of tourists passing through the airport then it goes to say that trade has also increased. A total of 20,000 m² of commercial space is available, 9.550 m² of which is retail space and 10.450 m² for catering establishments. In 2015, 70 million Euros have been spent which is 16 % more than the previous year and AENA are reporting that they expect a significant increase for 2016 due to the increased number of passengers. In 2015 there was a total of 23,7 million passengers and this year the number is 26 million.

 

Wine production Bodega Santa Catarina will concentrate more on native wines in the future

 

The Bodega Santa Catarina a well-known wine producer on the island has a total surface area pf 61 hectares (40 in Sencelles, 8 in Andratx and 13 in Sineu). Following the death of Estellan Lundqvist, the founder, the bodega was quiet, but now his heirs have come up with a new concept. New vines will be planted in the three vineyards in concentrating more on domestic varieties such as Mantonegro, Callet, Giro Gros and Moll. As part of the new concept an underground irrigation system will be put in place. The new concept should produce top quality wines and production will be increased to 400,000 litres.

 

(3) The law, taxes and finance

 

Taxes on income from holiday lettings - Inland Revenue step up inspections

 

Undeclared and thus, consequently untaxed long term property rentals and holiday rentals, is not only a thorn in the side of  the taxpaying hoteliers, but also the Spanish tax authorities. Therefore, the Balearic Inland Revenue is increasing the number of inspectors by 300 % to uncover untaxed income from the rental of apartments and guilty parties will be fined. In order to find such properties the inspectors access websites, obtain data from electricity companies and information from the town halls plus the publications of real estate companies, who deal with vacation rental. The penalties are - in addition to the payment of the evaded taxes - between 50 % and 150 % of the evaded amounts.

The Spanish treasury is assisting the municipalities of Mallorca by using light aircraft to ensure that the information on which the collection of local rates is based and applied is correct. The basis for the tax calculation is the cadastral value, which in turn is a result of the sum of the values of both the land and buildings on it. In many cases, however, the scope of development in recent years has considerably changed the value, and this was not made known to the land registry.  In most cases it is a question of unauthorised constructions or new buildings, also popularly known as illegal construction. In the Balearic Islands, the Spanish Tax Office has now identified 21,652 illegal buildings, matching the aerial photographs with cadastral documents. There are 7,578 conversions and undeclared changes of use, 5,413 extensions, 6,279 new buildings and 2,382 pools. The owners affected will soon get unpleasant post from the tax office.

Her images revolve around the idea of impermanence, the dream of infinity and the finite nature of one's being. It is important to identify the small golden moments in life that are so much more serious than the countless petty years. The work series "Moments" takes up these moments.

28th April to 2nd May 2016 –Palma Boat Show (33rd international boat show in the Balearics)

 

Once again the old pier in Palma is host to the Palma Boat show (33rd international boat show in the Balearics) which takes place from 28th April to 2nd May and this year has attracted 200 exhibitors who will exhibit 170 yachts plus a large support programme, to an international audience. Although the exhibition space provided is 5.500 m², 70 interested exhibitors have been turned down as all exhibition space was fully booked.Last year, the boat show had 40,000 visitors. Specialist organization TINSA: House prices rose in the Balearic Islands in the first quarter of 2016 by 3,8 %

 

Brokers’ statistics are often criticised however the neutral experts’ organization TINSA has published the current figures on the evolution of house prices in the first quarter of 2016, which indicate that the price of real estate in the Balearic Islands rose by 3,8 %. Real estate prices in mainland Spain have also increased, but only by 1,4 %. Especially pleasing was the 4,2 % rise in prices in Palma, where a further significant increase is expected in the current year.

 

Also of interest is the latest statistical survey of Mallorca’s property register: In February 2016, 32,9 % more apartments and houses were sold than in the same month last year. Of a total of 1,118 registered sales, 855 were of existing properties, and 263 new properties.

The Association of the Balearic property developers pointed out during their annual general meeting that in the Balearics a programme for the construction of new apartments should be put into place. At the beginning of the crisis there was an unsold inventory of new properties of 15,000 apartments, of which now only 2,000 to 3,000 "which no one wants" remain unsold. The thus incurred shortage of supply will inevitably lead to higher prices as on a yearly basis 1,100 new units need to be built to meet the demand; at the moment only 400 new homes are being built annually. The Association request that the government designates more land, allowing denser and higher developments and also to provide incentives for renovations.

 

Palma - Port: New arrivals terminal is planned for 7,000 passengers

 

The current situation is temporary. Passengers of the larger cruise ships are currently being cleared through customs in the port of Palma in a 2,500 m² marquee, which was built a few years ago at a cost of € 800,000. Now the port administration plans to build a new terminal at the western breakwater, where 7,000 passengers can be processed, as more and more cruise ships are calling into Palma. The new terminal 6 will be four times larger than the old one. Construction is scheduled to begin in 2017 and to be completed in 2018. The investment should amount to 19.5 million euros. The tender for the construction work is already underway.

 

2) Economy

 

Balearic economy: In 2016 growth of 3,5 % is expected

 

The economy of the Balearic Islands is on track: The National Statistics Institute - INE – estimate a growth of 3,4 % for 2016 based on the growth of 3,2 % achieved in 2015. However, the government still has a budget deficit (negative amount in public budgets in relation togross domestic product) which last year was 1,5 %. It is unlikely that these values change with the policy of the current government spending left.

 

Unemployment statistics: Unemployment fell in the Balearic Islands by 12 %

 

In March 2016, 66 134 people were unemployed in the Balearic Islands which is 12 % less than in the same month last year. Only half of these people are entitled to unemployment benefits. 20,000 people are long-term unemployed and 26,000 (the 20,000 included) of the unemployed are over 45 years old. 406,742 people who are presently employed are paying social security contributions, which is 5,72 % more than the same month last year. The Balearic Islands have the highest growth in Spain for social security contributions. Nevertheless, the rate of unemployment in the Balearic Islands is still above the 20 % mark.

 

Tourism I: Record season is approaching, experts fear overbooking

 

Due to the fact that many popular holiday destinations are off limits because of unstable political situations, the Balearic Islands are looking forward to a record season. In particular, during the months of June to September, when reservation numbers are higher than ever before, experts fear overbooking. Even the fact that during this period the European Football Championship is taking place in France has not affected the hotel prices. Tour operators are recommending hoteliers to pay special attention to the confirmed reservations.

 

In this context, TUI president Fritz Joussen announced in an interview with "Bild am Sonntag" that there would be no last minute deals in midsummer, as availability is depleted. “This summer all those who want to come to Mallorca will not be able to do so."

 

Tourism II: March 2016, 26 % more passengers than last year

 

We will have to get use to new records for tourism this year. The Airport Authority AENA has just published its figures for the passenger traffic in March 2016 and 1.2 million passengers were handled at Palmas Airport Son Sant Joan which is 26 % (!) more than in the same month last year. Reason for this is that Easter fell early and in other tourist destinations were off limits due to unsteady political conditions. International flights have increased significantly (40 %) and from Germany alone there was an increase of 30,5 %.

 

Tourism III: Joan Miro Museum Hotel opens in Palma

 

Joan Miro Punyet is a grandson of Mallorca’s famous son, the artist Joan Miro. At his suggestion, the hotel family Vich has now opened the Joan Miro Museum Hotel just a 100 metres from the Miro Museum. The four-star hotel has 28 works of art by the artist and in every room hangs a print of Miro’s work. In the first year of operation Miro’s grandchild will ensure that all 25 employees are familiar with all the important biographical information about the artist. Upon check-in each guest receives free admission to the museum. The hotel also offers the opportunity to participate in various workshops – also for children and adolescents - and a free shuttle bus between the hotel and the museum is available. Due to this new concept, it is expected that the hotel will remain open all year.

 

(3) The law, taxes and finance

 

Tourist tax – quickly thrown together: An oversight, VAT has to be added to the tourist tax

 

For almost a year the relevant government departments have been tinkering away developing the law regarding the new tourist tax. Those involved haggled over every cent. The Ministry of Tourism of the Balearics has surprised us with the news that the regional tourism tax must be raised by 10 % due to VAT (IVA) being applied. The surprised Tourism Minister Biel Barceló himself speaks of a "tax hunger state" and finds it an "absurd situation that taxes must be paid on a tax!“ For once this sensation is shared by both the government and the people. Ultimately, the courts will probably have to decide on the admissibility of this tax. Only - if paid once, the citizens will not get a refund.

 

Just before publication deadline we were made aware of the opinion of Mallorca’s hoteliers: They are not prepared to accept the VAT surcharge. The eco-tax is by no means for service provided by the hoteliers, but just a tax. To levy a tax on the tax is absurd. The way the whole matter has been handled shows that the government just improvises.

 

Lutz Minkner says: It is remarkable that the government during its yearlong preparation did not recognize this issue as a problem. That speaks volumes about the tax expertise of the legislature. The application of a tax with VAT may seem absurd - in a petition to the German parliament for a comparable subject, this process has even been called "perverse“ - nevertheless the international tax law is aware of the application of a tax plus VAT. One example is the energy tax in Germany. On each litre of gasoline, the energy tax is 65,45 cents / litre, on diesel is 47,04 cents / litre including the so-called eco-tax of 15 cents / litre. Fuel is taxed with 19 %. VAT in Germany The basis for calculation is not only the product price, but also the energy and environmental tax.

 

Parliament approve social assistance package  

 

In fulfilment of a campaign promise of the left wing parties, the Balearic Parliament has agreed on a social assistance package ("Ley de Renta Social Garantizada"). Similar to the German Hartz IV - the law guarantees a minimum payment of € 429 per month to those socially disadvantaged households in the Balearics. This base amount can rise to € 776,58 depending on the number of children. The government states that approx. 6,000 families will benefit from this social assistance. Other laws to support other socially disadvantaged groups are in preparation.

ELENA GATTI and Peter Thoms - from graphic to abstract

 

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift.

 

Wölkes most common motives were those of his time battered facades of the German capital, small traditional shops, the Berlin corner pub and scenes from the lives of ordinary people. This work Wölke continued on Mallorca. Again, he found in the capital Palma ​​facades and subjects worth replicating, and he created sensible environmental studies of documentary value. The largest German private collection of Wölke’s work is owned by the bankrupt entrepreneurs Schlecker and was dissolved as a result of the insolvency process.

 

Edith and Lutz Minkner were the main promoters of the artist and part of their Wölke collection is on show in Llucmajor.

Not very diplomatic: The left wing government avoided contact with both royalty and the church over Easter

 

Already a year in office but the left wing government still has a lot to learn politically speaking: On Easter Sunday King Felipe and Letizia along with the crown princesses Leonor and Sofia the former Queen Sofia attended mass in Palma’s cathedral. Bishop Javier Salinas greeted them at the entrance to the cathedral and hundreds of spectators were there to see the royal family. It is, normally speaking, good practice for members of the Balearic government to be present, however it appears that the left wing Balearic government does not care much for tradition as this year not a single representative from the government was present.

Friends of the Balearic Symphonic Orchestra of the Balearic Islands supported gala concert with Juan Diego Flores in Vienna

 

Lutz Minkner, in his capacity as Vice-President of the Friends of the Balearic Symphonic Orchestra, will attend a charity concert in Vienna on 23rd April 2016. Tenor Juan Diego Florez will give a concert there in his series "Florez & Friends" which is in aid of people in need in Peru. The participation of the Symphonic Orchestra is at the express request of Florez, following an extremely successful concert in Palma’s Auditorium last year. The Symphonic Orchestra will be led by Pablo Mielgo. In addition to Florez numerous international artists will also perform. The Friends of the Symphonic Orchestra have paid the cost of the airfare for the orchestra.

 

2. Mallorca – Construction, Economy laws and taxes

 

(1) Construction

 

Palma: Congress Palace of the city of Palma and the Balearic government "taken"

 

The building drama surrounding the Congress Palace seems to be approaching an end. The same situation occurred in Berlin with its new airport and Hamburg with the construction of the Elbphilharmonie. Mallorca has required seven long years to build the Congress Palace (originally it was thought to take just three years) and it has cost €130 million + land + unknown delay costs. On 29th March the building contractor Acciona handed over the Congress Palace to the city of Palma and the Balearic Government. It still lacks amenities such as seating in the event halls but should be operational by the end of the year, that is, if a management company can be found. A new tender has been announced. Meanwhile the winner of the last tender sued both the city and government. The city considers itself clever enough to be able to operate the Congress Palace. The provincial farce is not over yet.

 

Palma: Placa del Mercat is to be pedestrianised

 

The Placa del Mercat is an emblematic square in the heart of Palma. It is lined with buildings with Art Nouveau facades, including the former Gran Hotel, now the seat of a cultural foundation. In the middle of the square stands a statue depicting the Majorcan politician Antoni Maura. In the midst of this ensemble are 31 parking spaces. These will disappear in the coming year according to the wishes of Palma City Council. The pavement will be raised to a uniform height and the square will be for pedestrians only. The only exception is for delivery vans to neighbouring businesses. The estimated cost is 1.7 million euros.

 

Port de Pollenca and other areas: 31 million for rehabilitation of tourist areas

 

Tourism Minister Biel Barceló has announced that the Balearic Government will invest 31 million euros in the rehabilitation and extension of various tourist areas on Mallorca. The first work to take place will be the improvement and widening of the pedestrian path on the MA 2220 between Port de Pollenca and Alcudia. The work will cost 1.4 million euros, of which 50 % will be paid by the government. More walking and cycling paths are to be expanded are located in Calvia, Palma and Santanyi. Biel Barcelo stressed that this programme is not only a contribution to enhance recreational areas, but also to create jobs.

 

Magaluf: Melia group begins demolition of the hotel "Sol Jamaica"

 

For almost 10 years the dilapidated former hotel "Sol Jamaica" in Magaluf / Calvia has been empty. It has over the last few years served as a homeless asylum and a dumping ground and was a nuisance to residents. The current owner, the Melia hotel group, has now begun demolition of this eyesore. Melia plans to build a new hotelon the site which will open in 2017. The hotel will have 200 rooms and a 4,000 m² shopping area. The hotel will be surrounded by inviting terraces a beautiful garden.

 

Es Trenc: Government plans, to make the popular beach a conservation area

 

Over the last few decades there have been several attempts to declare Es Trenc beach a conservation area and the Balearic government now plan to go ahead with this idea. Plans are already available for public inspection and in May, the bill will be discussed in the Balearic Parliament. The law is necessary, said the Environmental Minister Sr.Vidal, to stop further destruction of the area. The law should also solve the problem of access to the beach and the parking situation, which was recently the subject of fierce debate.

 

(2) Economy

 

Solarparks: The green and left wing parties put the damper on solar park project

 

A new episode in the series `Bedlam in the Balearic Government’. To date several solar park projects have been struggling to obtain building permits however the environment group GOB and Amics de la Terra as well as the environment commission of the left wing party, have blocked these plans: land protection as well as bird and plant life as opposed to sustainable energy, despite the fact that at the moment only 2 % of Mallorca’s energy supply is sustainable. Environmental organizations and the government are now boasting about the compromises they have insisted upon: Two projects (Llucmajor and Manacor) have had to drastically reduce the area of land to be used by half in order to obtain a license which will also mean reducing the production of energy. Therefore once more the use of sustainable energy has been prevented.

 

Reutilization of Mallorca lighthouses: Instead of hotels and restaurants now hostels for hikers

 

And another post from our series "News from the bedlam of left wing Balearic Government": The majority of lighthouses on Mallorca are now controlledremotely. The previous conservative government had a plan to lease suitable lighthouses, as restaurants, hotel business, and artists’ studios. On the one hand this would have shifted the cost of renovations and repairs to third parties and spared costs in the public sector, on the other hand it would also have achieved permanent revenue for the government. Previously determined tenders have now been shelved by the Left government: Mallorca’s lighthouses should not serve the economic benefit of individuals but of all citizens. The Island Council is currently negotiating with the Port Authority to set up, "hostels for hikers" in appropriate lighthouses. These will then be operated by the state government, as are as six other hostels, for hikers. It’s good to see that the government tackles the really important issues of the Balearic Islandswith such verve.

 

(3) The law, taxes and finance

 

Left wing Balearic Government encourages informers

 

The left wing Balearic Government wants to generate an additional ten million euros in tax revenue by adopting new measures. In particular, with respect to the new city tax (see below) as a more thorough check should be made to establish whether the home owner rents the property out and if so they pay the required tourism tax. However,the Balearic Treasury want to make sure that they become aware of any form of alleged tax evasion as they have developed an online form via which anyone can divulge information regarding potential tax cheats. The identity of the informant will not be revealed to the accused. Such measures are already described in Stalinist textbooks. For example August Heinrich Hoffmann von Fallersleben, the creator of the German national anthem: "The biggest scoundrel in the whole country is and remains the informer".

Law for tourist tax adopted in the Balearic Parliament

 

Thanks to the votes of the Left wing parties and Podemos, the Law on tourist tax (also known as leisure travel tax or visitor’s tax) has been passed in the Balearic Parliament and will enter into force on 1st July 2016. The tourist Ministry and the Ministry of Finance of the Balearic Islands will, until then, be presenting executive rules to be adopted. As of July under the new law, adults and adolescents over the age of 14 will have to pay between 25 cents and € 2 per night depending on season and hotel rating. The Left government promises that an additional revenue of 50 million euros for the remainder of 2016. These tax revenues are of benefit to the environment, land protection and the tourist infrastructure. The conservative party PP and tourism industry and the Hotel Association have protestedvehemently against the law.

 

Andratx has to pay € 1 million euros damages for unlawful refusal to grant a building permit

 

The Spanish Supreme Court has condemned the municipality of Andratx to pay damages to a landowner to the amount of 1 million euros. In 2008 the plaintiff had applied for a building permit for the construction of a family house for his plot in the Cala Llamp. This was refused, although the planned construction met with the then applicable building code. The court have now found in favour of the claimant stating that the refusal of planning permission was based purely on political reasons of the, then in power, centre-left government in Andratx. For the same period there are still a variety of other compensation claims pending in court to a volume of several hundred million euros. In several urbanizations the centre-left government illegally rezoned land as green areas.

(1) Construction

 

Palma: New underground garage planned opposite the Marine-Trading-Exchange in La Lonja

 

Ambitious plans have been announced by the Port Authority: Opposite the old marine trading exchange La Lonja, a new underground parking for 200 vehicles will be built. An invitation to tender has already been announced. At the moment, the designated area already has parking spaces, but the port authority envisages a different structural use. The technical challenge will be that part of the underground parking area is located below sea level. The idea is to start construction on the work next year.

 

Palma: Urgent renovation work at the Bellver Castle (Castell de Bellver)

 

Bellver Castle with its four mighty towers and a four metre wide moat is one of the most emblematic buildings on the island. Every year 400.000 guest visit the castle. However, these visitors also see that the building which was completed in 1311 urgently requires renovation. It is not a question of a quick plastering job to the courtyard but a matter of repairing the cracks and damage to the outer wall. The Island Council has now provided € 1 million to initiate the urgent measures necessary. An expert committee estimates the necessary restructuring will cost as much as 6 million euros.

 

Palma: Architects Association presents the draft of a project for the transformation of Palma’s Paseo Maritimo

 

Still pie in the sky is a plan announced in the last few days by the ArchitectsUnion of the Balearic Islands (COAIB), which refers to the transformation of the Paseo Maritimo from the old pier and Portixol to Porto Pi. The concept is to widen the promenade and open up the city of Palma to the sea. At present the Paseo Maritimo has three traffic lanes in each direction however, the draft proposes reducing the traffic to two lanes in each direction. Two new building complexes, attractive gardens and a re-modelling of the artificial lake in front of the cathedral are the main points of the architect’s concept. The cautious first estimate of cost is an investment of € 37 million. If and when this concept is implemented, currently depends on numerous imponderables

 

(2) Economy

 

Tourism I: New visitor record is expected for the Balearic Islands in 2016

 

In 2016 the Balearics expect new records for visitors, particularly due to the unstable situation in other destinations such as Turkey, Egypt and Tunisia. For the period from April to September international airlines are offering 39 million flight seats, which is 4 million more than in the previous record year of 2015. Mallorca’s airport, Son Sant Joan expects an increase of 6 %, Ibiza 11 % and Menorca 18.3 %.

 

Tourism II: Port of Alcudia has a greater impact for Cruise tourism

 

In general the Port of Alcudia has been of little interest to cruise tourism: last year only 5 cruise ships anchored in the port. This year at the moment 17 cruise ships are expected to anchor in Alcudia and the first will arrive on the 19th of April 2016.The Silver Cloud is also expected to anchor in the port of Alcudia. Bookings for berths have already been made until December 2016. The Port Authority of the Balearic Islands has invested a great amount in Alcudia’s port, which among others, includes the building of a new terminal where ships of up to 200 meters in length can berth.

 

Tourism III: Germania is in partnership with Air Europa

 

The German airline Germania whose headquarters are in Berlin, will have a closer co-operation with the Spanish airline Air Europa. Air Europa will provide Germania with numerous connecting flights from German destinations and Zürich airport. This arrangement benefits both companies. Currently, the companies are working on synchronizing connecting flight possibilities and booking systems which should be finalised for summer 2016.

 

Tourism IV: Ferry Company Balearia has increased capacity

 

For the Easter holidays the ferry company Balearia has increased the number of connections between Mallorca and the mainland as well as inter island connections. Over the Easter period, twice as many passengers are expected to be transported as in the same period in 2015, that is to say 76.000 passengers.Passengers will be offered a varied entertainment programme with various workshops, magic shows and wellness. (3) The law, taxes and finance

 

5.4 % of the land of the municipality of Calvia (region Cala Figuera – Refeubeig) is announced to be Nature-protected

 

Calvia town hall will turn a 7.8 km² area (which is 5.4 % of the total municipal area) close to Cala Figuera and Port Adriana into a nature reserve. The area is undeveloped and is mostly covered with pine forests and heather and is adjacent to the marine protected areas around the Malgrats island and the island El Toro. As the nature in that area has, so far, been unaffected, rare birds such as peregrines, coral seagulls and Balearic shearwater can be found in those areas.

ELENA GATTI and Peter Thoms - from graphic to abstract

 

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

BEA GARDING-SCHUBERT - Moments

 

Recent work by the German artist Bea Garding Schubert will be exhibited in the Minkner Art Gallery in Santa Ponsa from 24th March to 14th May 2016. The drive behind Garding-Schubert`s artistic creation has long been the subject of "time". Her images revolve around the idea of impermanence, the dream of infinity and the finite nature of one's being. It is important to identify the small golden moments in life that are so much more serious than the countless petty years. The work series "Moments" takes up these moments.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift.

Diego Arango Arango and Herman – the world is beautiful

 

The actual exhibition in the Minkner Art Gallery under the title ´The world is beautiful` introduces two exceptional artists whose works are characterized by a special joie de vivre and serenity.

 

Firstly, there is the Colombian Diego Arango Arango. DAA, which is his signature, cannot and will not deny his homeland. His paintings are reminiscent in colour and subject to the time of pre-Columbian civilization. He is driven to dispel myths and dreams on canvas, where he combines dreams and symbolism with a wonderful and unique view. Some call his painting "naive", others call the artist a "sophisticated naive" because he himself says of himself that he works "con los ojos de los niños" - through the eyes of children.

 

Herman, an artist from Paderborn, has been for many years one of the most famous German Pop Art artists. Unmistakable are the characters and objects that he depicts "without corners and edges". Herman takes everyday things as they are and depicts them in a humorous-cryptic, and sometimes snappy- and satirical way. A major part of his works are the titles. They take the viewer into the actual Herman world and give them something to smile about. No wonder: Even as a cartoonist, the artist has made a name and produced cartoons for various publishers.

2. Mallorca – Construction, Economy laws and taxes

 

Construction

 

Palma: Congress Palace will soon be complete but still no operator

 

It was forecast that it would take three years to build the Congress Palace; seven were required, amid tales of bankruptcy, bad luck and mishaps. Now the Congress Palace is almost complete. There are still a few weeks required for inspections and fixes to minor flaws and then, yes, the palace with its adjoining hotel could become operational. Could - because so far it has no management company, as the operator, who won the bidding procedure, the hotel group Barceló, is presently involved in a legal dispute. At the moment a new tender is being prepared. Whether that can be carried out at all because of the pending litigation with the Barceló group, is written in the stars. However, this does not challenge the Left government: If the relaunch fails, then they will pursue to operate it themselves. Do they even have the necessary experience and expertise for such a project? Silence. Apparently, the government can do anything in its sleep – that is until the bitter awakening.

 

Palma: New seawater – desalination plant

 

Due to the low rainfall during the last few weeks, the Balearic government is considering new ideas with reference to water policy. For this reason the desalination plant in Palma’s harbour is to be completely renovated. Presently there is a total of nine devices but only three are working, which means that only 22,000 people can be supplied with drinking water. Since the devices still functioning are technically obsolete, all devices are to be replaced. The necessary investment is given as 18 million euros.

 

Palma- El Molinar: The Club Nautico will be declared a national monument

 

The Club Náutico en Es Molinar has been under discussion for several years. Whilst the directors of the Club Náutico wanted to convert the port to a marina, the environmentalists and local residents protested against these plans. The opposition accused the board of directors, amongst other things, of allowing the clubhouse, with its emblematic tower, to be fall into disarray and therefore make it easier to obtain a demolition permit. Now in accordance with the wishes of the left wing government the clubhouse is to be declared a national monument, which means that any discussion of it being demolished will most probably no longer exist.

 

Calvia: Closed footpaths to bays and beaches will be open to the public once more

 

Calvia town hall is presently discussing the matter of repairing and re-opening some 20 public footpaths that lead to bays and beaches. In the council meeting it was argued that there are approx. 20 public footpaths to bays or beaches in Calvia, which are currently not accessible. Some of the paths are not accessible due to erosion of the steps or overgrowth, and some have also been blocked by residents to prevent access by third parties. Those mentioned as examples are the paths to the Mirador de las Illes Malgrats, the bay of Calita de El Toro, Punta Negra and Penyes Rotges.

 

2) Economy

 

Tourism I: Record figures in the off peak season

 

The Balearics have also broken records in the off peak season. According to information from the Spanish Statistics Institute (INE) hotels had a 39,4 % occupancy in January, which is a 4 % increase compared to the same period last year. Experts therefore see it as a further success in an effort to extend the tourist season. An exception to these figures is the city of Palma. According to the market research institute Frontur, in 2016 98.000 foreign tourists visited Palma in January. This is a growth over the previous year of 12 %. Throughout Spain the Balearic Islands, in terms of occupancy in the off-season, are only average.

 

Tourism II: 140,000 cyclists expected from February to May in Mallorca

 

Cycling tourism is an important economic factor. In the period from February to May this year, 140,000 cyclists are expected on Mallorca. The season’ sales are specified by the tour operators ATB and Mallorca 312, as 110 million euros. Each cyclist spends on average € 160 daily on Mallorca. The popular areas for cyclists are the Playa de Palma, Alcudia, Can Picafort, Port of Pollenca, Capdepera, Cala Millor and Calvia. The cyclists come mainly from Germany, Switzerland, Great Britain and Scandinavia.

 

Commerce: Deichmann to make further investments on mainland Spain and also in Mallorca   At the present time the German shoe retailers Deichmann have 42 retail outlets in Spain and recently they have opened two additional stores in Zaragoza and Santiago de Compostela respectively. Tourism Tax: The coalition collapses as the parliamentary vote just achieves a majority

 

The still very controversial tourism tax has led to a coalition crash in the left-wing government of the Balearic Islands. Podemos refused their assent and abstained from the vote accusing the socialist party PSOE of “deceiving voters". Nevertheless, the draft law crossed its first hurdle in the Balearic Parliament. The dispute is focused mainly on the use of the resources tax. Podemos wanted the tax to be used solely for the purpose of environmental and landscape protection, while the Socialists also want to use them for tourist infrastructure measures.

 

Left wing government wants to regulate vacation rental within six months

 

The new rules (approval) of the vacation rental of apartments were an election campaign issue of the Left Alliance. The news that the Government had employed inspectors to fine apartments that are being illegally rented for vacations according to the previous lawcaused even more excitement. Now the Balearic Parliament has set up a schedule whereby the new rules must be approved in Parliament within a six month period. At the moment only single family detached and semi- detached properties have received permission for holiday rental from the Ministry of Tourism. Idea behind the new scheme: The apartments must then, in the event of holiday rental, pay the new tourism tax.

 

Courts stops the planned Son Bosc golf course once more

 

In 2008, the promoters of the golf course project at Son Bosc in Muro received a building permit for the construction of a golf course. There followed years of numerous processes, initiated by the environmental group GOB, as the planned golf course is located near to the protected wetlands of Albufera. In 2010, the then left Balearic Government extended the area occupied by a bird sanctuary in the vicinity of the planned golf course and a building freeze was imposed. In addition, a rare orchid, the marsh orchid, was found on the land, the protection of which takes precedence over the interests of investors. The court has now declared the building freeze as lawful. Although appeals have been made against the judgment, the promoters have had enough and are now going to sue both the government and the local authorities for damages due to the withdrawal of the licence. A victory for the GOB, but the damage is to be borne by the taxpayer.

ELENA GATTI and Peter Thoms - from graphic to abstract

 

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

BEA GARDING-SCHUBERT - Moments

 

Recent work by the German artist Bea Garding Schubert will be exhibited in the Minkner Art Gallery in Santa Ponsa from 24th March to 14th May 2016. The drive behind Garding-Schubert`s artistic creation has long been the subject of "time". Her images revolve around the idea of impermanence, the dream of infinity and the finite nature of one's being. It is important to identify the small golden moments in life that are so much more serious than the countless petty years. The work series "Moments" takes up these moments.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift.

 

Wölkes most common motives were those of his time battered facades of the German capital, small traditional shops, the Berlin corner pub and scenes from the lives of ordinary people. This work Wölke continued on Mallorca. Again, he found in the capital Palma ​​facades and subjects worth replicating, and he created sensible environmental studies of documentary value. The largest German private collection of Wölke’s work is owned by the bankrupt entrepreneurs Schlecker and was dissolved as a result of the insolvency process.

Diego Arango Arango and Herman – the world is beautiful

 

The actual exhibition in the Minkner Art Gallery under the title ´The world is beautiful` introduces two exceptional artists whose works are characterized by a special joie de vivre and serenity.

 

Firstly, there is the Colombian Diego Arango Arango. DAA, which is his signature, cannot and will not deny his homeland. His paintings are reminiscent in colour and subject to the time of pre-Columbian civilization. He is driven to dispel myths and dreams on canvas, where he combines dreams and symbolism with a wonderful and unique view. Some call his painting "naive", others call the artist a "sophisticated naive" because he himself says of himself that he works "con los ojos de los ninos" - through the eyes of children.

 

Herman, an artist from Paderborn, has been for many years one of the most famous German Pop Art artists. Unmistakable are the characters and objects that he depicts "without corners and edges". Herman takes everyday things as they are and depicts them in a humorous-cryptic, and sometimes snappy- and satirical way. A major part of his works are the titles. They take the viewer into the actual Herman world and give them something to smile about. No wonder: Even as a cartoonist, the artist has made a name and produced cartoons for various publishers.

(1) Construction

 

Palma: 157 million euros will be invested in expanding the Balearic ports

 

As a consequence of cruise ship tourism, substantial investments were required in the Balearic Islands ports, thus in 2015, € 22 million were invested subsequently generating a turnover of € 68 million. This year there is a planned investment of € 38 million, of which only € 13 million is destined for the port of Palma. The total amount to be invested in the ports up until 2019 is in the region of € 157 million. The Port Authority points out that due to the forward planning the largest cruise ship in the world, the "Allure of the seas", was able to drop anchor off Mallorca.

 

Sol de Mallorca/ Calvia: Investors interested in the entertainment complex which houses former casino

 

The 5 hectare entertainment complex, which houses the former Casino of Mallorca and located in Sol de Mallorca/

Calvia has remained vacant for years, since the casino moved to the Porto-Pi complex in Palma. Several investors have shown interest recently. Presently a group of investors from North and Central Europe are planning a tourist complex with boat moorings. According to Calvia town hall, numerous tourism uses have been considered however accommodation is not permitted.

 

Costa de la Calma: Today tennis court, tomorrow retirement home

 

The project had long been under discussion: The 10,000 m² large tennis courts on the Avenida del Mar will be torn down and a retirement home created in its place. Although the project was still in its initial stages, a citizens' initiative of local residents had got together who evidently preferred to hear the plop, plop of tennis balls, as compared to the spoon stirring in the coffee cups of senior citizens. Now Calvia town hall has granted the demolition permit for the tennis courts, so it is expected that construction will start soon. The retirement home will have 50 apartments and is aimed at mainly wealthy senior citizens from other European countries.

 

Santanyi: New fire station with investment of 3.5 million euros

 

In Santanyi a new fire station is to be built on a 5,000 m² plot close to the village school. The building will have a surface area of 700 m². The new fire station will serve the Migjorn region, in south Mallorca, responsible, in particular for the communities of Santanyi and Ses Salines as the nearest large fire station is in Felanitx. Completion is expected within 5 years. The investment is estimated at 3.5 million euros.

 

Magaluf and Cala Antena: Melia to make further investment in existing properties on Mallorca

 

The Melia hotel group is to make further investments on Mallorca. At the moment two older hotels that were previously operated under the Sol brand, are being renovated. The hotels in question are the Sol Barbados in Magaluf and the Sol Calas de Mallorca in Cala Antena on the east coast of the island. Sol Barbados forms part of the Calvia Beach project and is a 4 star hotel with direct access to the sea. There will be a total of 429 family friendly rooms and the outside area which comprises gardens and swimming pool, as well as a kids club, will undergo a total refurbishment. The hotel Sol Calas de Mallorca comprising 240 rooms will also undergo a full renovation and will operate as an All Inclusive hotel. Both hotels should be ready for the start of the season.

 

(2) Economy

 

Tourism I: Holidaymakers spent 6 % more than the previous year.

 

At the start of the year the statistics for the previous year were published. December 2015 was a good month for tourists on Mallorca. Holidaymakers spent € 82 million which is 5.7 % more than the same time the previous year. During

2015 holidaymakers spent € 11 billion in the Balearic Islands which is a 6.1 % increase over the previous year. Throughout Spain foreign tourists spent € 67,4 billion which is 6,8 % increase compared to the previous year.

 

Tourism II: Hotel accommodation for the coming season will be scarce

 

Mallorca is expecting a very busy summer season in 2016. Since German and British tour operators no longer offer Turkey, Egypt, Tunisia or Morocco as destinations, or if so only a small capacity, then Spain, Croatia, Greece and Italy are the sought after destinations. The most requested destination is Mallorca, followed by Ibiza and Menorca. The Spanish newspaper Ultima Hora, writes that probably by the end of February 2016 hotel beds in Mallorca will be sold out for the peak season.

 

Commerce and shopping experience: Carrefour project in Coll d'en Rabassa will cost 190 million euros

 

Large international trademark companies have been pushing for several years to establish themselves on Mallorca e.g. Coll d’en Rabassa. The Carrefour complex in Coll `den Rabassa, is being extended and extensively renovated at a cost of € 190 million. In addition to stores, there will also be a 4 D cinema with eight screens. The rental of retail space is progressing and currently stands at 80%. Those already on board are Primark, H & M, Media Markt, Adidas, Decimas and Ritual. The complex will bear the name "FAN Mallorca shopping".

 

Agriculture: Balearic Government supports agriculture with 3.8 million euros due to water shortage

 

Mallorca has experienced the warmest and driest January in more than 30 years. Consequently, not only are the reservoirs empty, but the farmers are also complaining as because of the drought they have a loss of earnings. For this reason, the Balearic Government has promised grantsto farmers totalling 3.8 million euros. This should also serve to buy feed for the animals. Water supply: Dilapidated water pipes to be renewed

 

A known problem for decades should finally be tackled: Mallorca’s water pipes are so dilapidated that vast amounts of water seep into the ground - and this is at a time when water on the island is scarce due to virtually no rain. The Island Council has now made € 1.5 million available to carry out the most essential repairs. This is only "a drop in the ocean". Some municipalities are planning to connect to the network of desalination plants.

 

Power supply: Power supply Mallorca - Ibiza improved by underwater cable

 

The power supply of the Balearic Islands is constantly being improved due to an underwater cable from the mainland. In 2015 the connection from Valencia to Mallorca (Santa Ponsa) was completed. Now the work to connect Mallorca and Ibiza is almost finished. According to the company Red España, the link to Ibiza will continue on to Formentera and should be operational by 2020-2021. According to the company 25 % of the energy demand of the Balearic Islands is already covered by electricity from Valencia.

Due to recent changes in the law, whereby buildings on agricultural land no longer qualify for approval, the left-wing government expects a large number of lawsuits. Another similar problem, created by their colleagues of Francesc Antich’s Left-wing government (2007 - 2010),also concerns the government. At the time, many plots were re-zoned illegally, in the interests of protecting the landscape,with no offer of compensation. There are still claims for damages pending in the courts totalling almost € 1 billion. It is time those politicians, who commit legal and constitutional breakdown and thus cause billion-dollar losses, are also persecuted by the law, as are their corrupt colleagues.

 

Cooling off between Podemos and the left-wing parties that form the government because of the tourist tax

 

The tourist tax is presently being debated amongst the left wing parties in Mallorca, which form the government, and which is rejected by the majority of the conservative opposition, the hospitality sector and the tourism industry. Podemos threaten to block voting in the Balearic Parliament, because they see discrepancies in the tourist tax, based on the territorial distribution of the revenues. They complain that the proceeds should not be dedicated 100 % to the environment and conservation, but also to serve the tourist infrastructure and innovation. The political parties in mainland Spain who want to form a coalition government should take note of these disputes.

 

Holiday rental of apartments: News from the bedlam of the left-wing government - Greed devours morality

Minkner Team is back from their trip to Marbella

 

From 27th to 30th January, Minkner & Partner had only minimum coverage as the company was on a trip to Marbella. Edith and Lutz Minkner invited the team to a four-day trip to Marbella and surrounding area, to thank them for an extremely successful business year in 2015. Sightseeing trips included Marbella, Porto Banus, Granada and the Alhambra and the mountain village of Ronda. Sales Director Marvin Bonitz, who grew up in Marbella and has many insider tips, organized a top class cultural and gastronomic programme. He who works hard can also play hard too!

Port d'Alcudia: Promenade is re-surfaced

 

The promenade of Port Alcudia has received a makeover. 15 years ago part of the promenade was laid with wood planks which during rainy weather become very slippery and pedestrians were subject to injury due to accidents caused by the condition of the flooring. The new stone flooring is slip-resistant and small garden areas give it the Mediterranean look. The investment is quoted as € 480,000. The work should be completed before the start of the high season.

 

(2) Economy

 

Tourism I: 33 % more British tourists are expected in 2016

 

According to reports from tour operators Thomas Cook, TUI, Cosmos, Monarch und Jet2, 33 % more British tourists are expected to visit Mallorca this year. Recent figures show that more than 650,000 package tours to Mallorca from the UK have been sold. The increased demand is mainly due to the elimination of the usual destinations for the Brits, such as Tunisia, Egypt and Turkey, due to terrorist attacks. Tunisia, for example, is no longer offered by Thomas Cook and Thomson as a holiday destination this year.

 

Tourism II: 50,000 Germans come to Mallorca to see the almond blossom

 

In recent M & P - newsletter we invited our readers to visit (also) because of the almond blossom in Mallorca this week. The "almond blossoms tourism" has become an important factor in the off-peak season. Approximately 4 million almond trees are in bloom from mid-January to mid-February. Tour operators and hoteliers have adjusted to the demand and expect about 50,000 visitors from Germany this year.

 

Tourism III: Air Berlin and Alltours increase flights for the Easter period

 

Although Easter is very early this year, the tourism industry is adjusting to a rush of international visitors. Consequentially, the major airlines have increased their offersignificantly, above all Air Berlin: The airline offers an additional 124 flights from Germany, Austria and Switzerland over the Easter holidays. Alltours also offers additional charter flights from Dusseldorf to Palma, on the 19th, 26th and 27th March and 2nd April 2016.

 

(3) The law, taxes and finance

 

Tourism, agriculture and spatial planning laws: Only just enforced and already in need of repair

 

A new episode in our series `News from the bedlam of the Balearic Government`. The crux of understanding Spanish politics is that with the change in the political landscape once every four years, not only a majority of the laws of the previous government will be cancelled, but also the staff of legal advisers is changed for legislative procedure. This sometimes leads to new laws being passed in a rush - so is the case for the recently approved laws regarding tourism, agriculture and spatial planning. The first version of these amended laws was pretty rushed and misleading. After having read them through once again the government decided that the laws gave “too much room for interpretation". Even with these changes in the laws to change the existing laws, those responsible can do nothing with the amended laws. The government now wants to hold information meetings to explain the laws. Tourism tax: Hoteliers will bear the cost of the tourist tax

 

The introduction of a tourism tax (similar to that levied in Germany) was one of the important pillars in the election manifesto of the left-wing parties. The Conservatives of the Balearics reject the tax, as do the mainland government, but are now willing to compromise if the tax is not applied during winter months, as in the low season it would be counterproductive. The hotel industry is mainly also against the tourism tax, because through it the cost of travel would be increased and they fear they would be at a competitive disadvantage compared to other destinations. In January 2016, the government introduced a bill in Parliament, which is currently under discussion. The aim of the government is to enforce the tax at the beginning of the season i.e. as of 1st July 2016 force. The hoteliers and the tourism industry consider this decision hasty and illegal, as the travel and accommodation are firmly contracted for Mallorca and therefore give no room to incorporate the tax-related price increases to the consumer. So, the hotelier will have to bear the loss.

 

Wealth Tax: In three years, 15,000 German residents have left the Balearic Islands

 

The Balearic Islands Statistics Office has reported that according to a survey which took place in 2012 a total of 14,473 Germans have left the Balearics and returned to Germany to take up residence. Prof. Pere Salva of the Balearic University explains that this is due to the short-sighted tax policy of the Balearic Islands, particularly with regard to the wealth tax. Since residents are required to declare all their worldwide income on the form Modelo 720 (already criticized by the European Commission) and face penalties with expropriation character in the case of incomplete information, the Balearic Islands are no longer interesting as a tax residence for an international audience. Almost all European countries have, in the meantime, abolished the wealth tax. In particular, those with major assets are always looking for new destinations. Legal action: Cause Congress Palace - hotel group Barcelo against the city of Palma and the Balearic Government

 

And yet another episode the series "News from the bedlam of the Balearic Government": The Majorcan hotel group Barceló will take the city of Palma and the Balearic government to court. The group took part in a tender for the contract to manage the Convention Centre and the neighbouring hotel, with an option to buy. The current left-wing government does not want to honour this agreement. In particular, it considers the fixed tender estimated value for the hotel to be too low. Now the Barcelo Group demands compensation as they cannot operate the hotel for 40 years as promised.

 

Palmas Mayor Hila and Prime Minister Armengol made ridiculous statements concerning this matter during the International Tourism Trade Fair in Madrid: A new tender will be made in the next two months (the sixth) and then a suitable candidate will be found for the contract. Legal naivety: Who will participate in this tender knowing that the Barceló Group is in dispute? Nobody!

 

Energy certificates - each owner offering a property, for rent or sale, must have an energy certificate - inspectors are making their first inspection visits in the Balearic Islands, and owners will incur fines if not in possession of a certificate.

 

As of June 1, 2013, the Consumer Protection Act came into effect whereby any owner who offers a property either for sale or rental, must be in possession of an energy certificate. Following a communication released by the API, the majority of the autonomous communities in Spain – including the Balearics- have employed inspectors to make sure that the law is complied with and impose fines for those who choose to remain ignorant of the fact. Fines are imposed not only for owners who advertise their property without being in possession of energy certificate, but also for brokers who offer such properties. It is assumed that in the near future brokers will not include properties without an energy certificate in its portfolio. The broker association would like to emphasize that the practice of many brokers who offer listings without energy certificate with the note "Energy certificate in preparation", etc. are also violating the law and so run the risk of a fine.

ELENA GATTI and Peter Thoms - from graphic to abstract

 

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift.

 

Wölkes most common motives were those of his time battered facades of the German capital, small traditional shops, the Berlin corner pub and scenes from the lives of ordinary people. This work Wölke continued on Mallorca. Again, he found in the capital Palma ​​facades and subjects worth replicating, and he created sensible environmental studies of documentary value. The largest German private collection of Wölke’s work is owned by the bankrupt entrepreneurs Schlecker and was dissolved as a result of the insolvency process.

 

Edith and Lutz Minkner were the main promoters of the artist and part of their Wölke collection is on show in Llucmajor.

Diego Arango Arango and Herman – the world is beautiful

 

The actual exhibition in the Minkner Art Gallery under the title ´The world is beautiful` introduces two exceptional artists whose works are characterized by a special joie de vivre and serenity.

 

Firstly, there is the Colombian Diego Arango Arango. DAA, which is his signature, cannot and will not deny his homeland. His paintings are reminiscent in colour and subject to the time of pre-Columbian civilization. He is driven to dispel myths and dreams on canvas, where he combines dreams and symbolism with a wonderful and unique view. Some call his painting "naive", others call the artist a "sophisticated naive" because he himself says of himself that he works "con los ojos de los ninos" - through the eyes of children.

 

Herman, an artist from Paderborn, has been for many years one of the most famous German Pop Art artists. Unmistakable are the characters and objects that he depicts "without corners and edges". Herman takes everyday things as they are and depicts them in a humorous-cryptic, and sometimes snappy- and satirical way. A major part of his works are the titles. They take the viewer into the actual Herman world and give them something to smile about. No wonder: Even as a cartoonist, the artist has made a name and produced cartoons for various publishers.

Tip: Ferry from Sant Elm to the island of Sa Dragonera has become operational again

 

Some 20 years ago the Island Council acquired the 288-hectare island Dragonera in the southwest of the island, and set up a nature reservethere. Minkner & Partner have a good start to the New Year

 

Mallorca property market is still on the move. Usually it's a bit quieter in January. Not so this year: Already in the first working week of the year, Minkner & Partner was able to sell five properties. All buyers came from German-speaking countries. Mallorca Zeitung, under the heading "real estate purchases still pulling people in“, reported on this in their edition of 1st March.

 

"The Balearic Islands are still one of the" hottest "real estate markets in Spain. According to figures published on Tuesday 12th January by the National Statistics Institute (INE ), in November (2015) 947 properties were sold, which is 11 % more than in the previous month and 18.4 % more than in November 2014. Throughout Spain the increase was "only" 13, 7 % compared to the same month last year. Only in Valencia were more houses, apartments and plots sold than in the Balearic Islands. Following the crisis years, real estate sales in Spain have been attracting buyers uninterruptedly for the last 15 months. Of the 28,733 properties sold in November, 23,129 (80 %) were used properties and only 5,604 new properties".

Construction

 

Palma: City Council to invest 25.4 million in infrastructure in coastal areas work to take place up until 2022

 

Palmas city administration wants to invest € 25.4 million in the infrastructure of coastal areas, and work will take place up until 2022. 50 % of the investments costs will be financed by the EU. The plan is aimed at the districts of Es Jonquet, Son Armadams, El Terreno, Porto Pi, Cala Major and San Agustin. Outdated electricity lines and water pipelines will be renewed and investment will also be made in sports facilities and social institutions. Ecological measures are also taken into account: Rainwater will be collected and processed in modern installations; In addition wind turbines will be used to generate energy at the cruise ship pier. This is a good plan, however, with only € 25.4 million - distributed over a seven year period – it is hard to realise an ambitious project.

 

Porto Colom: Planned new roundabout at accident black spot

 

The junction of the Ma-4014 from Porto Colom which joins the Ma-4010, from Porto Colom to Felanitx, has been an accident black spot for a long time. In order to improve safety the town hall and the island council will build a roundabout. The project, which will cost more than € 1 million, is currently out to tender. The project also includes street lighting. If all goes to schedule, the new roundabout should be in place at the start of the summer season.

Tourism I: 2015 was an historic record breaking year for Palma’s airport

 

The airport operator AENA has announced record breaking figures for 2015 for Palma’s Son Sant Joan airport. In 2015 23,745,131 passengers passed through handling in the airport which is more than any previous year. This is also a 2,7 % increase over the previous year. December registered the greatest increase at 7.4 %.

 

Tourism II: New record figures for tourism for the period January 2015 to November 2015

 

The market research institute Egatur has released the latest figures for tourism development in the period from January 2015 to November 2015. During this time, tourists spent € 10.9 billion in the Balearics; that is 6 % more than in the same period in 2014. On average tourists spent € 126 per day. A similar trend was also seen on the mainland. Throughout Spain tourists spent € 63.7 billion during the relevant period, which is 6 % more than last year.

 

Tourism III: new statistics for cruise ship tourists in 2015

 

At the beginning of the year the tourist industry published its balance sheet for the past year. At the moment the figures for cruise ship tourism can be seen only for the month January to November 2015.. In the period in question more than 1.7 million cruise passengers visited the Balearic Islands, representing an increase of 16% compared to last year. Throughout Spain 7.87 million cruise passengers were registered. This too is a significant increase of around 10%.

 

Tourism IV: Palmas accommodation prices top the list in Spain

 

The price comparison and recommendation website Trivago has made a comparison of overnight stays in Spain. Palma occupies the top position: In the month of January the cost of an overnight stay in a hotel in Palma averaged to € 114.This is followed by Madrid and Barcelona at € 101 and € 97 respectively. Overall, it was found that in Spain hotel costs have risen by an average of 8 % in January as compared to last year. This is due to increased demand in the off-season, but also to significantly higher standards in the big cities.

 

Tourism V: Travel tour operator ALLTOURS buys two hotels in Paguera

 

The Düsseldorf travel tour operator ALLTOURS whose Spanish hotel subsidiary is Allsun, currently operates 25 hotels in Spain making Alltours the largest German tour operator that runs a hotel chain of this size in Spain. On Mallorca Allsun currently operates 17 hotels - and as of next season, 19. The Group now has two hotels located in Paguera - Palmira Beach (4.5 stars) and Palmira Cormoran (4 stars) which they have recently purchased. The Palmira Beach has 250 double and triple rooms, and the Palmira Cormoran, 150 rooms.

 

Tourism VI: The Galatzo estate in the municipality of Calvia wants to make it more attractive

 

The Galatzo estate has an area of 1,400 hectares and thus takes up about 10 % of the area of the municipality of Calvia. Calvia took over the estate from a Basque family 10 years ago. Since it is a popular attraction with hikers, an amount of

 € 1 million for the estate has been worked into the council’s budget. This will enable them to carry out necessary repair work, extend hiking trails, stage cultural events and operate organic farming. The Galatzo estate is located on the road Es Capdella to Galilea, km 2.2, and is open from 8.00 h to 17.00 h.

 

Tourism VII: Mallorca have made their mark at the FITUR tourism fair

 

The largest tourism fair FITUR is presently taking place in Madrid and the Balearics have a large stand there. This year the focus is on the gastronomy and culture of the Balearic Islands with sampling and show cooking. Tourist tax: Hoteliers announce they will take action

 

The new law has only just been passed and already the Balearic hoteliers have announced legal action against the planned tourism tax as being unfair and discriminatory. They also state that the question of vacation rental apartments is still insufficiently regulated. Furthermore, the hoteliers are demanding that the tax should be levied from 2017, to give the tour operators sufficient time to adapt. In addition, the application of the tax should be for a limited time until the financial situation of the Balearic Islands and Spain has improved and Madrid will improve Balearic funding.

Seguridad Juridica" = legal certainty is a term that is missing in word and mind in the leftist Balearic Government. Stupidities such as banishing the image of the Spanish king in the town hall to a dark corner, or renaming the city of "Palma de Mallorca" to "Palma“, raise a smile. What is annoying is the almost systematic change of government laws initiated by the previous Conservative government. This indicates inadequate understanding of democracy. Three such laws decided by the conservative majority in the previous parliament are now to be repealed and others amended subject to urgent proceedings.

 

Farm law:

The currently valid version of the farm law enables farmers to increase profitability by operating touristic activities as a sideline (farm houses, etc.) as agriculture in the Balearic Islands is hard to operate more profitably, the farming community had welcomed this opportunity. The left-wing government sees this additional possibility to earn as a "danger of overcrowding".

 

Tourism Law:

The current tourism law gives hoteliers the possibility of increasing properties by one or two floors and if at the same time the hotels are renovated, thus achieve a higher star rating. The law meant that last year alone in Playa de Palma hoteliers invested more than € 300 million. Result: revival of the construction industry thus creating jobs in the building trade, higher quality of renovated hotels and more jobs in the future. As the left-wing government is permanently at loggerheads with the Hoteliers Association, the requirements for expanding hotels will now be more difficult. The conversion of hotels to apartment complexes will also be more difficult.

 

Spatial Planning Act:

The current Spatial Planning Act allows owners the possibility of legalizing, illegally constructed outside buildings or those which have been expanded after the fact. However, a prerequisite is that these properties are already „protected" due to the length of time that their illegal state exists. In smaller fincas it was common practice when a child was born, to build an extra room without a building permit. The law was for both the owner and the state a good business. The illegal status was terminated, whereby amongst other things, the property was allowed to be legalized thus making a sale easier and at the same time the government was able to charge hefty fees for doing so. That is now a thing of the past.

 

Probably we will soon be able to report more news from the bedlam of the left Balearic Government.

 

Mortgage financing: Loans of 100 % of the value of the deeds is possible

 

The low interest rates and procurement directives make it possible for Spanish banks to provide mortgages once more. Standard mortgages are still financing 60 % for non-residents and 80 % for residents. The difference of 40 % or 20 %, as well as the ancillary acquisition costs of approximately 10 %, the borrowers must raise themselves. ELENA GATTI and Peter Thoms - from graphic to abstract

 

One aspect of the history of painting of the 20th century is the shift from figurative representation through several development steps to a gradual abstraction whose ultimate goal was the complete disintegration of the graphic. The result is an autonomous artistic statement. The Minkner Art Gallery in Santa Ponsa offers a new collective exhibition by the artists Elena Gatti and Peter Thoms, who follow the path from graphic to abstract through their work.

 

Elena Gatti was born in 1950 in Argentina, and now lives and works in her adopted home of Mallorca. By sketchy allusions and overwriting them to evolve forms, light and shadow, and thus comes to new perspectives of objects and people. It stimulates the imagination of the viewer, creating "works for immersion".

 

Peter Thoms, awarded the Ruhr Prize for Art and Science, is a master of the game of colour and light, which he uses almost playfully to resolve the representational and abstract. From the Middle distance itself developed from the ordered chaos arises.

Jürgen Wölke - RETROSPECTIVE "assemblages - The world in miniature"

 

The artist Prof. Jürgen Wölke died in 2010. His main body of work was assemblages - spatio-plastic material images reflecting what he calls "the world in miniature“. Large-scale works are located, for example, in New York's airport and at Leipzig Central Station as well as in numerous private collections. The Berlin Senate have presented numerous state guests with a Wölke assemblage as a gift.

 

Wölkes most common motives were those of his time battered facades of the German capital, small traditional shops, the Berlin corner pub and scenes from the lives of ordinary people. This work Wölke continued on Mallorca. Again, he found in the capital Palma ​​facades and subjects worth replicating, and he created sensible environmental studies of documentary value. The largest German private collection of Wölke’s work is owned by the bankrupt entrepreneurs Schlecker and was dissolved as a result of the insolvency process.

 

Edith and Lutz Minkner were the main promoters of the artist and part of their Wölke collection is on show in Llucmajor.

Diego Arango Arango and Herman – the world is beautiful

 

The actual exhibition in the Minkner Art Gallery under the title ´The world is beautiful` introduces two exceptional artists whose works are characterized by a special joie de vivre and serenity.

 

Firstly, there is the Colombian Diego Arango Arango. DAA, which is his signature, cannot and will not deny his homeland. His paintings are reminiscent in colour and subject to the time of pre-Columbian civilization. He is driven to dispel myths and dreams on canvas, where he combines dreams and symbolism with a wonderful and unique view. Some call his painting "naive", others call the artist a "sophisticated naive" because he himself says of himself that he works "con los ojos de los ninos" - through the eyes of children.

 

Herman, an artist from Paderborn, has been for many years one of the most famous German Pop Art artists. Unmistakable are the characters and objects that he depicts "without corners and edges". Herman takes everyday things as they are and depicts them in a humorous-cryptic, and sometimes snappy- and satirical way. A major part of his works are the titles. They take the viewer into the actual Herman world and give them something to smile about. No wonder: Even as a cartoonist, the artist has made a name and produced cartoons for various publishers.
